OFFICIAL MINUTES
June 02, 2010, 30th DAY OF
THE APRIL ADJOURN TERM

The County Commission met in The County Clerk’s Conference Room at 10:04 AM with
Chuck Pennel present, and Danny Strahan and Jim Strafuss present via teleconference.
The following proceedings were had and made a matter of record:

TAX SALE PUBLISHING BID – TABLED FROM 6/1/2010

Attorney Bob Paulson presented RSMo 50.660 which applies directly to the County
Purchasing process. He relayed information on a prior 1894 case that was on point to the
matter. He read the general rules of law that he researched and discovered which related
to the issue.

Commissioner Strafuss moved to accept and open both bids because there is no set time
limit in County regulations and policies. Commissioner Pennel seconded the motion.
The motion passed by vote: Pennel (aye), Strafuss (aye) and Strahan (aye).

Michael Schuver, Branson Tri-Lakes News spoke to the Commission about his
disagreement with the possible awarding of the tax sale advertising to both newspapers.
He further stressed his opinion that the Purchasing guidelines should be followed on a
strict basis.

Commissioner Strahan made a point that both papers do not have County-wide
distribution, and that publishing the tax sale in both papers is not a waste of taxpayer
dollars due to this fact.

Presiding Commissioner Pennel declared a recess.
