OFFICIAL MINUTES
May 03, 2010, 16TH DAY OF
THE APRIL ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with,
Chuck Pennel, Jim Strafuss and Danny Strahan present. The following proceedings were
had and made a matter of record:
Mark Blackwell opened the meeting with prayer followed by the Pledge of Allegiance.
APPROVAL OF MINUTES
Commissioner Strafuss moved to approve the minutes of 4/22, 4/26, 4/28, 4/29 and
4/30/2010. Commissioner Strahan seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (aye), and Strafuss (aye).
APPROVAL OF ACCOUNTS PAYABLE
Commissioner Strafuss moved to approval accounts payable and transfer entry as
follows:
Checks: 319539 – 319630
Warrants: none
Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
PUBLIC COMMENT
Annette Fitzgerald spoke about the impact of the voluntary assistance income tax
program.
Art Winter spoke about Sunset Road request for county maintenance.
Pat Dooley spoke about the Ballot for Senior Citizen’s assistance tax program.
Darlene Kagan spoke about the Senior Citizens assistance tax program need.
Don Bruns also spoke in favor of the Senior Citizen’s assistance tax program.
Linda Jagears spoke in favor of the Senior Services tax.
Jeff Robinson spoke on OATS transportation and spoke in favor of the Senior Services
Tax.
Dorothy Knowles spoke from the Southwest Missouri Office on Aging in favor of the
Senior Services Tax.
Bob Shanz spoke against the Senior Services Tax.
Sheila Wyatt spoke about waiver of interest and penalties on a customer.
Gary Knudtson spoke in favor of the Senior Citizen’s assistance Tax.
Helen Soutee spoke about an EGIS check and Commissioner Pennel’s request to release
the check. She also spoke about the policy to not release the check without approval of at
least 2 Commissioners.

Lucy Combs spoke about the accounts payable procedure.
Carol Davis spoke about the accounts payable incident.
Donna Neeley spoke about the 610.021 Executive Session minutes and that they are open
to public after a certain time period.
EMERGENCY SHELTER GRANT PROGRAM
Ron Houseman spoke about an emergency shelter grant and introduced Alan Catron of
Christian Associates to speak about the emergency shelter grant called ESGP
(Emergency Shelter Grant Program). Will Sinclair spoke from the grant writer’s
perspective on the ESGP.
Commissioner Strahan moved to approve and submit the ESGP Grant application.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
RECOVERY ZONE BOND
Dennis House (Taney County Fair Board) made a request for bonds to fund a search for
land for a permanent site for the Taney County Fair. Ron Houseman is investigating the
Recovery Zone Bond as a source of financing for the land. Ron said he knows it will
work for the funding of a building once the land is obtained.
POINTS PROGRAM
Mark Parent presented the Wing Points Program sponsored by ConocoPhillips. The
program has been approved by the Taney County Airport Board of Directors.
Commissioner Strafuss moved to approve and accept the Wing Points Program and spend
the money for a new Point Of Sales Credit Card machine which will be reimbursed by
ConocoPhillips as approved by the Airport Board. Commissioner Pennel seconded the
motion. The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
BUS LINES
Jefferson Bus Lines is a new tenant at the Taney County Airport with a Kansas City to
Little Rock and vice versa route and are paying a $300.00 Docking Fee per month to use
the Taney County Airport.
Commissioner Strahan asked the bus lines agreement to be tabled until this afternoon.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
INSURANCE RELEASE
Commissioner Strafuss moved to approve the insurance claim release form for an
accident that occurred at the airport. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

PENALTIES & INTEREST
Sheila Wyatt requested the Commission waive the penalties and interest on parcel 08-4.0-
18-000-000-011.044 for 2009.
Commissioner Strafuss moved to waive and delete penalties and interest on 2009 taxes
for parcel 08-4.0-18-000-000-011.044. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
MEADOW LANE ROAD PETITION
Commissioner Pennel moved to take the rest of the roads in the Meadow Lane Road
Petition into the County maintenance System as Class IV roads. Commissioner Strahan
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).
MALONE, FINKLE INVOICE – ACCOUNTS PAYABLE
Commissioner Pennel moved to approve check # 319483 that was held out of last week’s
accounts payable in the amount of $6,600 to Malone Finkle Associates. Commissioner
Strafuss seconded the motion. Commissioner Strafuss withdrew his second and motion
died for lack of a second.
Commissioner Strafuss moved to table until 1:00 PM. Commissioner Strahan seconded
the motion. The motion passed by vote: Pennel (nay), Strahan (aye), and Strafuss (aye).
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
DISSOLVING THE VILLAGE OF BRADLEYVILLE
The Commission instructed Nikki Lawrence to schedule John Combs before Judge
Justice to take the oath in dissolving the village of Bradleyville and post bond as required
by the Judge.
SOUTHERN MISSOURI NATURAL GAS ENCROACHMENT AGREEMENT
The Commission will take this issue up later today.

HPRP QUARTERLY REPORT
Commissioner Strafuss moved to approve the quarterly report from HPRP (Homelessness
Prevention Rapid Rehousing Program. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

The Commission directed Frank Preston/John Soutee to suggest to the Sewer Board that
the county would do the road prep on Sunset Road if the Sewer Board would agree to pay
for the asphalting of the 200 feet plus the turnaround.
