OFFICIAL MINUTES
March 2, 2010, 26th DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 11:00 AM with,
Chuck Pennel, Jim Strafuss and Danny Strahan present. The following proceedings were
had and made a matter of record:
ANDY MARMOUGET – ENTRANCE CONFERENCE
The County Commission met with Andy Marmouget to discuss the auditing of the
financial statements. Mr. Marmouget explained the auditing process, and asked the
Commission to define for him any concerns they may have.
Mr. Marmouget suggested that two signatures be used on all special accounts held by
elected officials. He further requested that there be an approval process for all new
accounts.
The Commissioners requested that Mr. Marmouget examine the IDA financing process
and checking account structure.
Mr. Marmouget suggested that the AP process be separate from the Auditor’s office.
This suggestion was noted.
Mr. Marmouget inquired on the County’s effort to balance the budget in accordance with
declining sales tax revenues.
Commissioner Strafuss requested that Mr. Marmouget look into the grant money the
County and elected officials have received, and assess the visibility and accountability of
the grant spending process. The Commission further requested he examine current
Special Appropriations monies. They referred Mr. Marmouget to Linda Gifford for
further information on the grants, bidding and purchasing processes.
Commissioner Strahan expressed concern over the auditing process associated with the
TCED.
Mr. Marmouget expressed concern on the component units of the County and the struggle
to provide the yearly audit on a timely basis, due to the separate components having to
finish their individual audits before he can file the County’s audit with the Federal
Government.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.
(1) (2) (3). Commissioner Strahan seconded the motion. The motion passed by roll call
vote Pennel (aye), Strahan (aye), and Strafuss (aye).
