OFFICIAL MINUTES
FEBRUARY 19, 2010, 22nd DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the County Clerk’s office at 8:30 AM with, Danny
Strahan present and Jim Strafuss present by teleconference. Chuck Pennel was absent.
Jim Strafuss was sworn in as Temporary Presiding Commissioner in Chuck Pennel’s
absence. The following proceedings were had and made a matter of record:
Commissioner Strafuss moved to remove “Sewer Board appointment, Investigation by
Bob Schanz, and East/West Corridor by Bob Schanz”, off of the agenda for Feb. 22.
Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (absent),
Strafuss (aye) and Strahan (aye).
Temporary Presiding Commissioner Strafuss declared a recess.

Presiding Commissioner Pennel called the meeting back to order. The three
Commissioners were all present.
COMMUNITY IMPROVEMENT DISTRICT – PUBLIC HEARING
Rick McConnell of Gilmore & Bell Law firm presented the next step for the Branson
Creek CID.
Presiding Commissioner Pennel closed the Community Improvement District Public
Hearing.
BRANSON CREEK – CID ORDINANCE
Commissioner Strafuss moved to approve and pass the Branson Creek CID ordinance as
presented by Bob Paulson. Commissioner Pennel seconded the motion. The motion
passed by vote: Pennel (aye), Strafuss (aye) and Strahan (aye).
Presiding Commissioner Pennel declared a recess.

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.
(1), (3). Commissioner Pennel seconded the motion. The motion passed by roll call vote:

IDA DIRECTOR
Commissioner Strafuss moved that the commission post the IDA Executive Director job
description in a range from $40,000 up to the amount budgeted for the next 45 days.
Commissioner Pennel seconded the motion. . The motion passed by vote: Pennel (aye),
Strafuss (aye) and Strahan (aye).
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.
(2). Commissioner Pennel seconded the motion. The motion passed by roll call vote:
