OFFICIAL MINUTES
JANUARY 11, 2010, 5th DAY OF
THE JANUARY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 9:00AM with,
Chuck Pennel, Jim Strafuss, and Danny Strahan present. The following proceedings were
had and made a matter of record:

Mary Thatcher opened the meeting with prayer followed by the Pledge of Allegiance.

APPROVAL OF MINUTES

Commissioner Strahan moved to approve minutes for 12/30/09, 1/4/10, & 1/5/10.
Commissioner Strafuss seconded the motion. The motion passed by vote Pennel (aye),
Strahan (aye), and Strafuss (aye).

APPROVAL OF ACCOUNTS PAYABLE

Commissioner Strafuss moved to approve accounts payable as follows:

Checks: 317868 – 317939

Warrants: 5145 - 5148

Commissioner Pennel seconded the motion. The motion passed by vote Pennel (aye),
Strahan (aye), and Strafuss (aye).

PUBLIC COMMENT

Marnita Hughey asked about the article in the Branson Daily News that said the
terminations in Road and Bridge were based on performance. Commissioner Pennel said
that the statement that was sent out did not mention performance. County Counselor Bob
Paulson said that the statement said the cuts were being made based on criteria of what
was best for the taxpayers of Taney County and what was best for Taney County Road
and Bridge.

CID PUBLIC HEARING

Attorneys and Principals for Branson Development presented information on proposed
changes to the CID.

Next step is for the county to pass the ordinance and then CID files a petition and then
another public hearing.
Chuck Pennel presiding declared the public hearing closed at 10:24 AM.

BOARD APPOINTMENTS – SB40, BOE, PZ, PARK BOARD, SEWER BOARD &
IDA

Commissioner Strafuss invited people to send a letter to the Commissioners if they are
interested in being appointed to a board.

Commissioner Strafuss moved to reappoint Dave Oliphant to a one year term at BOE for
2010. Commissioner Pennel seconded the motion. The motion passed by vote Pennel
(aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to table the next BOE appointment until 1/19/10.
Commissioner Pennel seconded the motion. The motion passed by vote Pennel (aye),
Strahan (aye), and Strafuss (aye).

Commissioner Pennel moved to reappoint Roy Combs to the Sewer Board. The motion
died for lack of a second.

OAKWOOD DRIVE - VACATION

Commissioner Strafuss moved to approve the vacation of Oakwood Drive as presented in
the Petition. Commissioner Pennel seconded the motion. The motion passed by vote
Pennel (aye), Strahan (aye), and Strafuss (aye).

TAX EXEMPT PROPERTY

James Strahan spoke about exempt properties.

SAM DAY ROAD EASEMENT

Commissioner Strahan moved to approve the Sam Day Road easement. Commissioner
Strafuss seconded the motion. The motion passed by vote Pennel (aye), Strahan (aye),
and Strafuss (aye).

FLOOD CONTROL LEASE RECEIPTS

Donna Neeley presented the distribution that was made on the same methodology as last
year.
Commissioner Strafuss moved to approve the 2010 flood control lease distribution as
presented by Donna Neeley. Commissioner Pennel seconded the motion. The motion
passed by vote Pennel (aye), Strahan (aye), and Strafuss (aye).

WALNUT SHADE POLLING PLACE CHANGE

Donna Neeley talked to the Commission about the Walnut Shade polling place having
been closed. The plan is to move 1,400 voters to the North Branson Polling Place.

Presiding Commissioner Pennel declared a recess.

PUBLIC SAFETY SOFTWARE

Commissioner Strafuss moved to award Cody system the bid for the public safety
software. Commissioner Pennel seconded the motion. The motion passed by vote Pennel
(aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to accept Turnkey Mobile as the hardware provider for
public safety software. Commissioner Pennel seconded the motion. The motion passed by
vote Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to accept Verizon as the low bid for cellular broadband
service. Commissioner Strahan seconded the motion. The motion passed by vote Pennel
(aye), Strahan (aye), and Strafuss (aye).

ENERGY GRANT PROJECT

Rod Finkel brought the energy audit information for the Energy Grant Project to the
Commission. Taney County Courthouse - lighting, Hollister Schools – temperature
control, Mark Twain School – lighting, Kirbyville School – lighting, Taney County
Health Department – lighting in 3 locations, Western Taney County Fire – 11 locations,
City of Branson – 3 buildings and Taney County Airport - relighting are all participating.

Commissioner Strahan moved to approve the application for the energy grant pending
Bob Paulson’s review. Commissioner Strafuss seconded the motion. The motion passed
by vote Pennel (aye), Strahan (aye), and Strafuss (aye).
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021.
(1) (2) (3). Commissioner Strahan seconded the motion. The motion passed by roll call
vote Pennel (aye), Strahan (aye), and Strafuss (aye).

EXECUTIVE SESSION

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote Pennel (aye), Strahan (aye), and
Strafuss (aye).

OUT OF EXECUTIVE
12:13 PM

Presiding Commissioner Pennel declared a recess.
