OFFICIAL MINUTES
JANUARY 04, 2010, 1st DAY OF
THE JANUARY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 9:00AM with,
Chuck Pennel, Jim Strafuss, and Danny Strahan present. The following proceedings were
had and made a matter of record:

Commissioner Pennel opened the meeting with prayer followed by the Pledge of
Allegiance.

Commissioner Strahan moved to approve minutes for 12/28 & 12/29/09. Commissioner
Strafuss seconded the motion. The motion passed by vote Pennel (aye), Strahan (aye),
and Strafuss (aye).

Commissioner Pennel moved to approve accounts payable and noted that the County
Clerk desired for a check for $300.00 for vault door lock should have been paid from
2009 capital improvement budget but the check was already cut in 2010. The
Commission is aware that this will be an unplanned expenditure in the 2010 budget. The
approval is for the following items:

Checks: 317824 – 317845, and 317846.

Warrants: 5141 - 5142

Commissioner Strahan seconded the motion. The motion passed by vote Pennel (aye),
Strahan (aye), and Strafuss (abstained).

OAKWOOD DRIVE – ROAD VACATION

Charles Green representing Blue Green Big Cedar Wilderness Club and American
Sportsman Holding Company came to the Commission asking for a road vacation of
Oakwood Drive.

Commissioner Strahan moved to table the vacation of Oakwood Drive for further review
till 1/11/2010 9:00 AM. Commissioner Pennel seconded the motion. The motion passed
by vote Pennel (aye), Strahan (aye), and Strafuss (aye).

LIFT STATIONS – WASTE WATER GRANT TESTING

John Soutee reported on status of testing. Mel Eakins reported on testing 15 pumps and
GRE has a good feel for which ones will be targeted for the grant.
ROAD & BRIDGE – ROAD STATUS

Frank Preston reported on road conditions and not plowing any roads that have ice on
them, only snow. Road and Bridge is using chemical only on roads that have ice. Hills,
curves and known problem areas are being treated with salt and calcium chloride and a
grit product for traction.

JAMES STRAHAN – COUNTY ASSESSOR

James spoke concerning the Kanakuk Kamps property tax exemption and it’s affect on
the Branson School District and the taxpayers.

Commissioner Pennel moved to table the 1:00 PM Road & Bridge Budget item until 9:00
AM tomorrow. The motion died for lack of a second.

Commissioner Strafuss moved to table the 1:00 PM Road & Bridge Budget item until
10:00 AM tomorrow after the Executive Session at 9:45AM. Commissioner Strahan
seconded the motion. The motion passed by vote Strahan (aye), Strafuss (aye) and Pennel
(nay).

Presiding Commissioner Pennel declared a recess.
