OFFICIAL MINUTES
December 30, 2009, 43rd DAY OF
THE OCTOBER ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 8:30AM with,
Chuck Pennel, Jim Strafuss, and Danny Strahan present. The following proceedings were
had and made a matter of record:

Commissioner Pennel moved to go into Executive Session pursuant to RSMo. 610.021.3.
Commissioner Strafuss seconded the motion. The motion passed by roll call vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).

EXECUTIVE SESSION

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

OUT OF EXECUTIVE SESSION
8:45 AM

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

Commissioner Strahan moved to approve minutes for 12/18 & 12/21/2009.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye) and Strafuss (aye).

2010 FINAL BUDGET

Commissioner Pennel requested a proposed 2011 budget from Road and Bridge by April
1, 2010.

Commissioner Pennel proposed to add back $550,000 in road materials to do a full chip
and seal program in 2010 and restore the $350,000 in salary cuts for the 2010 budget for
Road and Bridge.

Commissioner Strafuss said he couldn’t support the proposal as it is deficit spending and
the Road & Bridge trust fund has declined to a projected minimum amount.
Commissioner Strafuss moved to approve the budget as presented by Rick Findley this
morning. Commissioner Strahan seconded the motion. The motion passed by vote:
Strahan (aye) and Strafuss (aye) and opposed Pennel (nay).

Presiding Commissioner Pennel declared a recess.

FITNESS EQUIPMENT DISCUSSION

Commissioner Strafuss moved that we accept the $19,500 lowest bid from Barker fitness
and $2,900 for free weights. Commissioner Strahan seconded the motion for discussion.

Commissioner Strahan moved to table the fitness equipment discussion till Monday of
next week. Commissioner Pennel seconded the motion. Commissioner Pennel withdrew
his second to table.

Presiding Commissioner Pennel left the meeting at 9:46 AM.

Donna Neeley swore in Danny Strahan as temporary Presiding Commissioner.

Donna Neeley proposed to transfer $2,000 from the 400 account and make a personal
contribution of $200 towards the wellness equipment.

Sheriff Russell said he would transfer $2,000 from his accounts toward the wellness
equipment.

Commissioner Strahan moved to table until 11:30 AM today. The motion died for lack of
a second.

Temporary Presiding Commissioner Strahan declared a recess.

Commissioner Strafuss moved to accept the lowest bid of $19,500 from Tommy Barker
fitness in Lebanon for exercise equipment with contributions of $2,000 from the Clerk’s
account, $2,000 from the Sheriff’s account and $2,000 from the Recorders office account
for a net cost of $13,500 from GCR funds. Commissioner Strahan seconded the motion.
The motion passed by vote: Strafuss (aye), Strahan (aye) and Pennel (absent).

Temporary Presiding Commissioner Strahan declared a recess.

STAMPEDE INN

Russ Schenewerk by teleconference asked the Commission to apply a MAI appraisal to
the properties owned by Stampede Inn LLC under statute RSMo. 37.270.

Temporary Presiding Commissioner Strahan declared a recess.

STAMPEDE INN

Commissioner Strafuss moved to deny Stampede Inn LLCs’ request to apply a MAI
appraisal as the parcel’s appraised value. Commissioner Strahan seconded the motion.
The motion passed by vote: Pennel (absent), Strahan (aye), and Strafuss (aye).

EXECUTIVE SESSION – REAL ESTATE PER SECTION 610.021.2

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo.
610.021.3. Commissioner Strahan seconded the motion. The motion passed by roll call
vote: Pennel (absent), Strahan (aye), and Strafuss (aye).
