OFFICIAL MINUTES
December 29, 2009, 42nd DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00AM with,
Chuck Pennel, Jim Strafuss, and Danny Strahan present. The following proceedings were
had and made a matter of record:
2010 BUDGET
The Commission reviewed the line items in Road and Bridge accounts for 2010.
Presiding Commissioner Pennel declared a recess.

The discussion on Road & Bridge Budget for 2010 continued.

EMERGENCY PAYMENT APPROVAL
The auditor’s office made a request to have an emergency approval of a payment that was
missed but has to be sent before the end of the year.
Commissioner Strahan moved to approve payment Warrant # 5140 to UMB in the
amount of $82,287.75 for Sewer Bond Payment that has to be post marked by 12/31/09.
Commissioner Strafuss seconded the motion. The motion passed by roll call vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).
ROAD & BRIDGE – 1020 BUDGET
Commissioner Pennel moved to add back into the R&B budget road oil $850,000, rock
chip up to $750,000 and coldmix to $1,000,000. The motion died for lack of a second.
Commissioner Strafuss moved to adopt the budget in the yellow column including a
salary drop of $350,000 or equivalent cut in line items for the 2010 budget, leaving the
implementation to Frank Preston to cut hours in some method or reduce another budget
line(s). Commissioner Strahan seconded the motion. The motion passed by roll call vote:
Strahan (aye), and Strafuss (aye) and opposed Pennel (nay).

GCR 2010 BUDGET REVIEW
The Commission briefly discussed how elected officials could treat attrition in relation to
the 2010 budget.
GENERAL AND ADMINISTRATIVE
The Commission discussed the exercise equipment for the wellness center in terms of
quantity of machines and an upcoming vote tomorrow morning.
