OFFICIAL MINUTES
December 17, 2009, 38th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:45AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
OZARK BEACH CHANGE ORDER #7
Commissioner Strahan moved to approve change order #7 on the Ozark Beach Project.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

The Commission discussed the merits and demerits of closing the Court House on
December 24th on a no regular pay basis and sent an email to the elected officials for
input.
PROPERTY & CASUALTY INSURANCE
Commissioner Strafuss moved to approve the Property & Casualty Insurance for
$300,409 for 2010 and decline the terrorism coverage. Commissioner Pennel seconded
the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
ENERGY GRANT
John Soutee presented information on the possibility of replacing lift pumps under a
grant. It would require a complete assessment of lift pumps to meet deadline for the
application which may require some overtime cost to complete within the short time
frame. There are 21 pump stations with 44 pumps. It requires a 10-year pay back on the
investment in order to qualify for the grant application.
SIMPLEX GRINNELL SERVICE AGREEMENT
Commissioner Pennel moved to approve the Simplex Grinnell Service Agreement for
$954.21 after Bob Paulson, County Counselor makes changes to eliminate the auto
renewal clause and other small changes. Commissioner Strafuss seconded the motion.
The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo.
610.021.3. Commissioner Strahan seconded the motion. The motion passed by roll call
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Pennel reported on updates to these nuisance cases.
COPS GRANT
The Commission directed Linda to attempt to do the paper work for the COPS grant for
Sheriff Russell’s department and with their assistance.
Presiding Commissioner Pennel declared a recess.
