OFFICIAL MINUTES
November 16, 2009, 23rd DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
Mary Thatcher opened the meeting with prayer followed by the Pledge of Allegiance.
Commissioner Strafuss moved to approve the minutes for September 18 as revised,
November 6, 9, 10, and 12, 2009. Commissioner Strahan seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Commissioner Strahan moved to approve Accounts Payable as follows:
Checks: 317107 –317197
Warrants: 5118 - 5120
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (abstained due to having check # 317151 reimbursement to
him).
PUBLIC COMMENT
Bob Schanz spoke about hunting and safety on land near his home.
COON CREEK
Frank Preston reported on the construction status on the Coon Creek Project and the
contractor is optimistic about completing the project by the deadline of December 15,
2009.
FALL CLEANUP REPORT
Frank Preston reported on the clean up and said on the east side the workers thought it
was one of the heaviest years of collection of trash.
OUTSTANDING CHECKS TO TREASURER
Sheila Wyatt reported on unclaimed checks written on the bank account that was closed
on October 31, 2009 in the amount of $5,913.03 that were returned to the treasurer after
writing letters and trying to contact the recipients by phone.
SURPLUS TAX SALE FUNDS TO TREASURER
Statement of surplus funds collected over the taxes due of $66,320 in unclaimed surplus
will be turned over to the County Treasurer.
Commissioner Strafuss moved to approve the 2009 tax sales surplus statement as
presented by the collector. Commissioner Pennel seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
RETURNED TAX STATEMENTS
Shelia Wyatt explained the process of checking to see that all taxpayers receive their tax
bills and thanked her clerks for the work they do to ensure that all tax statements are
delivered to the taxpayers.
James Strahan commented on the difficulty in keeping addresses corrected and suggested
unclaimed tax bills be put on the county web site as unclaimed property.
HIDDEN MEADOWS
Hickory Ridge and Meadow Lane need a surface treatment at this point in time.
Commissioner Pennel moved to take in Hickory Ridge and the rest of Meadow lane. The
motion died for lack of a second.
Commissioner Strafuss moved to table the petition consideration until 9:00 AM on
Wednesday morning. Commissioner Pennel seconded the motion. The motion passed by
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
MAC CONFERENCE – NEXT MONDAY
All the Commissioner’s will be at the MAC Conference next Monday so there will not be
a Commission Meeting next Monday.

NIKKI LAWRENCE – WORK SESSION WITH THE COMMISSION
Commissioner Pennel moved to approve $50,000 each in road sharing reimbursement to
Forsyth and Merriam Woods with the signed intergovernmental agreements.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo.
610.021.1, .2, & .3. Commissioner Strahan seconded the motion. The motion passed by
roll call vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),

OUT OF EXECUTIVE SESSION

BIO SOLIDS APPLICATION
Commissioner Strafuss moved to approve both the application and resolution for the bio-
solids application on emergency vote basis since it is due today and needs to be in
Jefferson City ASAP and the tabled motion was not brought up as intended last Friday .
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
DELTA DENTAL
Commissioner Strahan moved to fund the Delta Dental fund through the end of the year
so it doesn’t go negative. Commissioner Strafuss seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
HEALTH BENEFITS
A discussion was had with the Commissioners and various employees concerning the
health insurance plans and offerings.

PHONE TREE DISCUSSION
In order to use this tool, the County Clerk will lose the 546-7200 phone number as the
phone tree will have to connect to the 546-7200 number as well as the 332-1900 number.
Commissioner Strafuss moved that we implement the phone tree as presented. The
motion died for lack of a second
Commissioner Pennel moved to have Jim Strafuss work with Tammy Hagler on phone
tree implementation. Commissioner Strafuss seconded the motion. The motion passed by
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.

SAM ULRICH SOFTWARE – TAX ASSESSMENT PROGRAM
Sam Ulrich Software gave a demo of their software to the Commission, IS department,
the Assessor, the Clerk and the Collector.
