OFFICIAL MINUTES
November 12, 2009, 21st DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:00AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
HUMAN RESOURCE DEPARTMENT
Commissioner Strafuss presented points that were suggested by One Beacon Insurance as
to reasons an HR Department is needed. The Commission then discussed the points that
were presented. Rick Findley, County Auditor spoke about points he considered
important.
The Commission agreed to begin the HR Department by separating Dixie Wagner’s
office and move it to the old Sheriff’s office area in order to provide employee privacy
when discussing HR issues with Dixie. The Commission will work on separation of the
HR department in the 2010 budget work later this year.
AKERS & ARNEY – INSURANCE
Commissioner Strafuss moved to table the insurance decision until 8:00 AM tomorrow
morning. Commissioner Pennel seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye) and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.

RECONVENED
9:00 AM
The Commission reconvened in the Commissioner’s Hearing Room at 9:00 AM with
Commissioners Pennel and Strafuss present and Commissioner Strahan absent.
Commissioner Pennel moved to approve the Executive Session minutes for October 2,
2009. Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel
(aye), Strafuss (aye) and Strahan (absent).
Presiding Commissioner Pennel declared a recess.
