OFFICIAL MINUTES
November 2, 2009, 16th DAY OF
THE OCTOBER ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:30 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
NIKKI LAWRENCE – WORK SESSION WITH COMMISSION
The Commission reviewed the week’s agenda with Nikki Lawrence.
BACKWOODS ROAD EASEMENTS
Commissioner Pennel moved to accept the easements on Backwoods Road as presented
by Randy Haes. Commissioner Strahan seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (aye), and Strafuss (aye).
2010 LEGISLATIVE PRIORITIES
Commissioner Strafuss moved that we allocate $2,000 for the Branson Area Lakes
Partnership for communication with the legislators. Commissioner Pennel seconded the
motion. The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.

Sherrie R-Veltkamp opened the meeting with prayer followed by the Pledge of
Allegiance.
APPROVAL OF MINUTES
Commissioner Strafuss moved to approve the minutes for October, 26, 28 and 30, 2009.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (abstain), and Strafuss (aye).
APPROVAL OF ACCOUNTS PAYABLE
Commissioner Strahan moved to approve Accounts Payable as follows:
Checks: 316844 – 316850, 316858 - 316957
Warrants: 5112 - 5113
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (abstained because he has a check # 316899 for $197.50 in
the payables).
PUBLIC COMMENT
Bob Shanz announced the biggest gospel sing ever on June 28, 29, 30 and July 1 & 2,
2010 at the Branson Convention Center.
Art Beck spoke about dead deer laying on a lot of the highways – would appreciate any
influence with the state to take care of this problem.
FORREST BLUFF ROAD PETITION
Randy Haes reported that the developer is going to complete the cul-de-sac in the next
week.
Commissioner Strahan moved to take Forrest Bluff Road into the maintenance system
subject to the inspection by Road & Bridge of the cul-de-sac and the road being
compliant with county road standards within 6 months. Commissioner Strafuss seconded
the motion.
The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
AIRPORT CONTRACTS
Mark Parent has reviewed and has no problem with a proposed 20-year FAA lease for
navigation/communication facilities and egress for maintenance at the Taney County
Airport.
Commissioner Strafuss moved that we accept the 20 year-lease with the FAA for
navigation/communication facilities and maintenance access. Commissioner Strahan
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).
AFFORDABLE HOUSING SUPPORT LETTERS – SYCAMORE VILLAS &
ROCK RIDGE VILLAS
Commissioner Strafuss moved to send support letters for Sycamore Villas and Rock
Ridge Villas affordable housing projects. Commissioner Pennel seconded the motion.
The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Commissioner Pennel reminded the citizens that this coming weekend is the County
Wide Cleanup at the Transfer Station and Recycle Center from 8:00 AM – 3:30 PM
Friday and Saturday November 5 and 6.
Presiding Commissioner Pennel declared a recess.

REPLACEMENT VEHICLE FOR SHERIFF’S DEPARTMENT
One of the Sheriff’s vehicles was rear ended during a transport trip in St. Louis and the
vehicle was scheduled to be replaced next year. The Sheriff would like to replace the
vehicle now rather than wait until next year. The insurance is going to pay $4,400 for
damage. The Commission agreed that it was probably a good idea to go ahead and
replace it.

Don Ehrhardt spoke concerning the Y highway sewer project and his objection to the
blasting.
Commissioner Pennel moved to go into Executive Session pursuant to RSMo. 610.021
(3). Commissioner Strafuss seconded the motion. The motion passed by roll call vote:
Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
OUT OF EXECUTIVE SESSION

JIM BERRY – ANIMAL CONTROL CHANGES
Mr. Berry advised the Commission of facility changes that are being made. They have
added a security system and smoke/heat detectors that notify the fire department if there
is a problem. They also added an air movement system for ventilation. Mr. Berry said
they intend to enclose the breezeway with a former contractor that is now an employee
which will save propane heating costs in the winter. They are also working with radio
station and some other organizations that are trying to increase the adoption rates from
the animal control facility.
CHANGE ORDER #1 FOR COON CREEK INTERSECTION
Commissioner Strahan moved to approve change order #1. Commissioner Strafuss
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).
