OFFICIAL MINUTES
September 28, 2009, 38th DAY OF
THE JULY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with
Commissioners Chuck Pennel, Danny Strahan and Jim Strafuss present. The following
proceedings were had and made a matter of record:
The Prayer was led by Chuck Pennel followed by the Pledge of Allegiance to the flag.
APPROVAL OF MINUTES
Commissioner Strafuss moved to approve the minutes of September 21, 23 and 25, 2009.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye, but abstained from 9/25/09 approval), and Strafuss (aye).
ACCOUNTS PAYABLE APPROVAL
Commissioner Strafuss moved to approve accounts payable as follows except for Check
316404, which was held:
Checks: 316330 - 316434
Warrants: 5095
Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
Commissioner Strafuss moved to approve transfers as presented by the Auditor, Rick
Findley. Commissioner Pennel seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).
PUBLIC COMMENT
Andy Marmouget presented the audited financial statements for 12/31/08.
NEW/OLD BUSINESS
Commissioner Strafuss discussed the NACO card usage thus far and reported savings by
the citizens. Over 10,000 cards have been distributed.

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
James Strahan suggested that we look at some new software for the assessment process
and wanted a meeting to be scheduled to review possibilities.
Donna Neeley asked about the delegate to MAC. Commissioner Strafuss said that it was
posted for 10:00 AM on Friday.
Commissioner Strafuss proposed a copier scanner printer for the Commission office
based on the State bid on new color printer for $8,300 since Nikki’s printer is broken and
Jillian’s printer is not working right and Linda’s copier is smoking and the copier in the
Commission office actually belongs in the Purchasing office.
NIKKI LAWRENCE – WORK SESSION WITH COMMISSION
The Commission reviewed the agenda for the week with Nikki.
Commissioner Strafuss moved that we release check number 316404 that was pulled out
from this morning’s A/P. Commissioner Strahan seconded the motion. The motion
passed by vote: in favor Strahan (aye), and Strafuss (aye) and opposed Pennel (nay).
BOB PAULSON – WORK SESSION WITH COMMISSION
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021
(1,2, & 3). Commissioner Pennel seconded the motion. The motion passed by roll call
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

PURCHASING – BID AWARD – COUNTY CLERK CARPET BID
Commissioner Strafuss moved that we accept the Weeks Carpet Company bid for $3,710
for “Constituent” carpet for the County Clerk’s office with a 1-year warranty on
workmanship. Commissioner Strahan seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (aye), and Strafuss (aye).
ORDINANCE FOR CONSTRUCTION HOURS
Commissioner Strafuss moved to table consideration of the ordinance for construction
hours until 2:59 PM today. Commissioner Pennel seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.

CEASING ALLOCATION OF SEWER UTILITY TO VILLAGE OF
BRADLEYVILLE
Commissioner Strafuss moved that the County cease allocation of sewer utility tax to the
Village of Bradleyville upon recommendation of the sewer board. Commissioner Strahan
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).
ORDINANCE FOR CONSTRUCTION HOURS
Commissioner Strafuss moved to approve the Construction Hours Ordinance as read and
presented by County Counselor Bob Paulson. Commissioner Pennel seconded the
motion. The motion passed by vote: in favor Pennel (aye), and Strafuss (aye) and
opposed Strahan (nay).
SICK LEAVE POLICY
Commissioner Strafuss moved that we adopt the sick leave policy to pay out a maximum
of 100 hours at 50% over 96 hours after contribute or cash out in the first pay period of
November and review this policy in 6 months. Per Bob Paulson: Jim Strafuss & Bob
Paulson will provide a written version of the policy for final approval.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
MAINTENANCE OF JUDICIAL FACILITY
The Commission decided to have Linda Gifford compile a list of businesses that might do
maintenance on the new facility so they could be contacted about their interest in
participating in maintaining the building.
