OFFICIAL MINUTES

September 21, 2009, 35th DAY OF
THE JULY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:

The Prayer was led by Rick Findley followed by the Pledge of Allegiance to the flag.

APPROVAL OF MINUTES

Commissioner Strahan moved to approve the minutes of September 14, 16 and 18, 2009.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

ACCOUNTS PAYABLE APPROVAL

Commissioner Strahan moved to approve accounts payable as follows:

Checks: 316224 - 316322

Warrants: 5087 - 5090

Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

PUBLIC COMMENT

There were no public comments.

TOURISM COMMUNITY ENHANCEMENT DISTRICT

Ann McDowell presented an update on TCED activities.

PLANNING, ZONING AND SEWER – REMODELED FACILITY

The Commission discussed a possible open house when the remodel is complete.

Presiding Commissioner Pennel declared a recess.

ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS

The Commission discussed some possible solutions for landscaping the hillside south of
the Judicial Center.

NIKKI LAWRENCE – WORK SESSION WITH COMMISSION

Commissioner Pennel moved to approve a comp time request for payment for Angie
Brusca. Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).

TEMPORARY SIGNAGE

Temporary signage to re-direct people to the judicial center and P&Z and Sewer was
proposed by Commissioner Strafuss as a test to see if we need to put up permanent
signage. The Commission directed Jillian Rulon to proceed with 3 temporary signs.

BOB PAULSON – WORK SESSION WITH COMMISSION

Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. 610.021
(1, 2, 3 & 17). Commissioner Pennel seconded the motion. The motion passed by roll call
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

EGIS ENGINEERING – ZONING RECOMMENDATIONS

EGIS presented a Zoning Designation Recommendations list to the Commission. The
Commission will study the definitions and confer with Eddie Coxie and then reschedule a
meeting with EGIS for the next step.

TANEY COUNTY HAZARD MITIGATION PLAN – BRANSON SCHOOL, SAFE
ROOM

Commissioner Strafuss moved that the county accept Branson School District into the
Taney County Hazard Mitigation Plan. Commissioner Pennel seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

STAFF DEPARTMENTAL MEETING – PURCHASING

The Commission directed Linda to proceed to represent cities and county law
enforcement agencies in a purchasing process involving grants for computer hardware
and software for law enforcement.

AKERS & ARNEY – CLAIMS & WELLNESS

Vicky Rice presented statistics on the health insurance plan. This year experience is
running about 82 % of what is paid in for premiums for claims paid out. Last year was
about 73%.
