OFFICIAL MINUTES
September 25, 2009, 37th DAY OF
THE JULY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:30 AM with,
Chuck Pennel and Jim Strafuss present and Danny Strahan absent. The following
proceedings were had and made a matter of record:
AGENDA REVIEW
Commissioner Strafuss moved we accept the agenda for Monday morning as presented.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (absent), and Strafuss (aye).
Commissioner Strafuss moved to table the other items this morning until 11:00 AM.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (absent), and Strafuss (aye).

RECONVENED
11:21 AM
The Commission reconvened with Commissioner Pennel present and Commissioner
Strafuss present via teleconference. Randy Haes, Frank Preston, Jim Yust and Steve
Creedon were present.
Commissioner Pennel moved to go into Executive Session pursuant to RSMo 610.021.2
& .3 for Real Estate items and Personnel. Commissioner Strafuss seconded the motion.
The motion passed by roll call vote: Pennel (aye), Strafuss (aye), and Strahan (Absent).

Commissioner Strafuss joined the meeting in person at 11:49 AM.
Mr. Creedon left the meeting at 12:25 PM.
Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (absent), and
Strafuss (aye).

The meeting reconvened with Commissioners Pennel and Strafuss present. John Soutee
and Jim Yust were also present.
Commissioner Strafuss moved to go back into Executive Session pursuant to RSMo
610.021.3. Commissioner Pennel seconded the motion. The motion passed by roll call
vote: Pennel (aye), Strafuss (aye), and Strahan (Absent).

STAFF DEPARTMENTAL MEETING – SEWER DEPARTMENT
John Soutee said he was going to get a computer and 42” screen for the wall in their new
conference room for meeting purposes and that he had money in his budget to cover the
purchase. The Commissioners were good with that idea and suggested that he get a
desktop as it is more secure than a laptop.
CURRENT SEWER RATES
John Soutee researched the sewer rates since the last meeting and reported that $29.86 is
the sewer rate for residential. The non-residential rate is $33.88 for first 1000 gals plus
$6.23 per 1000 gals used thereafter.
LIABILITY RISKS – INSURANCE
Commissioner Strafuss asked John Soutee if the Sewer District had grease and industrial
pretreat ordinances and if so they need to be sent to our insurance company through Bob
Paulson. John Soutee said that he did have those ordinances and would send them to Bob.
Presiding Commissioner Pennel declared a recess.
