OFFICIAL MINUTES
October 2, 2009, 40th DAY OF
THE JULY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 8:00 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
TABLE ROCK ACRES NUISANCE COMPLAINTS
Lisa Davis was to come before the Commission and ask the Commission for help with
nuisance issues, but she didn’t appear at this meeting.
The Nuisance ordinance and the difficulties in enforcing it in general were discussed by
the Commission.
AGENDA REVIEW
Commissioner Strafuss moved that we accept the agenda as typed. Commissioner Pennel
seconded the motion. The motion passed by vote: Pennel (aye), Strafuss (aye), and
Strahan (aye).
EXECUTIVE SESSION – REAL ESTATE PER SECTION 610.021.2
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo 610.021.2
for Real Estate items. Commissioner Pennel seconded the motion. The motion passed by
roll call vote: Pennel (aye), Strafuss (aye), and Strahan (aye).

COMMISSION APPOINTMENT TO THE MAC BOARD
Commissioner Strahan moved to appoint Jim Strafuss to the MAC board to represent the
Commission. Commissioner Pennel seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (aye), and Strafuss (abstain).
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
Donna Neeley made a request for having MAS 90 or MAS 200 in the Clerk’s Office in
order to have access to the accounting data.
Commissioner Strafuss asked Rick Findley to get pricing on additional license for MAS
90 and also get pricing to update to client server version of MAS 200 and report back to
the Commission.
STAFF DEPARTMENTAL MEETING – ROAD & BRIDGE
Frank Preston reported that the Chip and Seal program was completed and the Chip and
Seal machine has worked flawlessly since the field fix.
Frank also discussed the claims against Coastal Oil due to faulty oil used in the Chip and
Seal process.
Frank presented a cost estimate of replacing fencing along roadways. The Commission
discussed the sufficiency of 4-strand barbwire fence as opposed to a 5-strand barbwire
fence. 4-strand use to be the standard and it was changed somewhere along the way, but
need to go back to a standard of 4-strand.
Commissioner Strafuss left the meeting at 10:48 AM but remained on a teleconference
line.
Frank Preston discussed other items on his list with the Commission.
Presiding Commissioner Pennel declared a recess.
