OFFICIAL MINUTES

September 04, 2009, 28th DAY OF
THE JULY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 8:30 AM with,
Danny Strahan, Chuck Pennel, and Jim Strafuss present. Bob Paulson and Jim Yust were
also present. The following proceedings were had and made a matter of record:

AGENDA REVIEW

The Commission reviewed items for next week’s agenda setting.

Commissioner Strafuss moved that we accept the preliminary agenda as written with the
addition of Bee Creek Apartment noise complaint.

Commissioner Strafuss withdrew his motion.

Commissioner Strafuss moved that we accept the preliminary agenda as written.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

Commissioner Strafuss said that Frank Preston estimated the triangle parking
improvement would be about $8,000 in paving costs and would include an asphalt curb.
The Commission agreed to have Frank proceed and schedule the work.

The Commission discussed the possibility of putting some of the excess streetlights at the
County Airport parking area.

Presiding Commissioner Pennel declared a recess.

Commissioner Strafuss moved to go into executive session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

The Commission discussed a plan for remembering 9-11-01.

TRANSFER STATION POLICY

The Commission came to a consensus of not taking any checks at the transfer station;
only Debit Cards, Credit Cards, Cash or qualified open commercial accounts would be
acceptable. For commercial business, if the Treasurer has setup a qualified open account,
checks will be accepted on accounts at the Treasurer’s office.

ACCIDENT AND POSTAGE

Brenda Neal, Circuit Clerk addressed the Commission with mail collection and delivery
issues and an accident that occurred with an employee using their personal vehicle to pick
up the mail.

County Counselor Bob Paulson said that the deductible on the accident would have to be
covered by the State of Missouri since the employee is a state employee and not a county
employee.

A plan for a mail employee and system is being sent to elected officials for review by
Commissioner Strafuss.

NEED FOR PERSONAL VEHICLE USAGE POLICY

The Commissioners discussed the need for a policy concerning employee’s using their
own vehicles while on county business. Bob Paulson will work on a policy to be
reviewed by 1 week from today.

PARK BOARD BUDGET APPROVAL

Commissioner Strahan moved that as long as the Park Board Personnel follow the bid
procedures of the county, that the county approve payment of the fence at the Powersite
Park. Commissioner Pennel seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).

OZARK BEACH CHANGE ORDER & CCTV INSPECTION CHANGE ORDER

Commissioner Pennel moved to approve a net increase $8,620 for change order 5 for the
Ozark Beach sewer system and to approve a CCTV change order 1 of $62,000 increase.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

PENALTIES & FEES ON CODY’S STORE / GAGE PARCEL

The Commission listened to a discussion by Justin Gage, Shelia Wyatt, County Collector,
and James Strahan, County Assessor, concerning the facts surrounding a 2008 tax bill
that due to some error was billed or assessed incorrectly resulting in the tax not being
paid and penalties and interest accruing.

Commissioner Strafuss moved to waive all penalties and interest that have and will
accumulate by end of September on parcel # 17-4.0-17-002-002-006.000, if the taxes are
paid by the end of September. Commissioner Pennel seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Presiding Commissioner Pennel declared a recess.
