OFFICIAL MINUTES

September 1, 2009, 26th DAY OF
THE JULY ADJOURN TERM

The County Commission met in The Commissioner’s Hearing Room at 7:30 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:

ANIMAL CONTROL VEHICLE

The Commission discussed potential repair on a transmission on a truck formerly used by
Jeff Anderson in the Sherriff’s department, to give to animal control for their use.

Commissioner Strahan moved to transfer Jeff Anderson’s vehicle, which will have the
transmission repaired, to animal control. Commissioner Strafuss seconded the motion.
The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

STAFF DEPARTMENTAL MEETING – ROAD & BRIDGE – PURVIS LANE

Frank Preston presented a history of maintenance efforts on Purvis Lane. The
Commissioners discussed various options that could be considered to improve the road
but not take it into the County Road Maintenance System.

Commissioner Pennel moved to have Road and Bridge run a grader down Purvis Lane
using existing material to improve the road. Commissioner Strafuss seconded the motion.
The motion passed by vote: In favor - Pennel (aye), and Strafuss (aye); Opposed –
Strahan (nay).

Presiding Commissioner Pennel declared a recess.

The meeting reconvened with all 3 Commissioners present as well as 2 representatives
from MODOT (Connie Wilson and Burt the area Engineer), Frank Preston and Jim Yust.
MODOT – HOLLISTER SHOP

MoDOT suggested trading 35 miles of road maintenance @ $4,217 per mile annual
maintenance in exchange for the MoDOT Hollister facility. MoDOT is looking at
highways J, JJ and BB as part of the mileage. The Commission will review MoDOT’s list
of roads and schedule another meeting with MoDOT in about a week.

SPENCER JONES – GRE – COON CREEK PROJECT

Several different strategies to promote the timely completion of the project(s) were
discussed by the Commission, Spencer Jones of GRE, and Frank Preston of the Road and
Bridge Department. Estimates of cost are: 76 and Coon creek intersection about
$350,000, BB & Coon Creek about $250,000, and overlay of Coon Creek about $400,000
for a total of about $1,000,000.

The discussion was to have the intersections bid out separately from the road with
deadline dates and penalties for missing the date with minimum completion date of
12/15/09. A discussion was had to consider doing the road overlay with the County crews
and closing the road to thru traffic while overlaying the road. Commissioner Strahan will
visit with the property owner at the 76 and Coon Creek intersection about right of way
acquisition.
