OFFICIAL MINUTES
August 24, 2009, 21st DAY OF
THE JULY ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
Prayer led by Helen Soutee, followed by the pledge of allegiance.
APPROVAL OF MINUTES
Commissioner Strahan moved to approve the minutes of August 17 and 19.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
ACCOUNTS PAYABLE
Commissioner Strahan moved to approve the following Accounts payable:
Checks: 315758– 315870
Warrants: 5076
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
Commissioner Pennel moved to approve journal entries and transfers for Road and
Bridge and 911 administration as presented by the Auditor. Commissioner Strahan
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).
PUBLIC COMMENT
Bobby Clay spoke on the need for a limit on number of animals per household.
Bob Schantz spoke on trying to have his issue put on the agenda.
Ricky Renfro spoke on this being a time to speak up to our governments in asking for the
whole truth.
ECONOMIC STIMULUS PROJECTS
Ron Houseman spoke on some of the stimulus projects that have been consummated.
$14,760,531 has been committed to Taney County Projects. Mr. Houseman emphasized
that we have to have projects on the shelf and ready when funding is announced.
Ron Herschend spoke about having a priority list of projects, but to err on the side of
caution in spending to get a project shovel ready as some of the projects may not get an
opportunity to be funded and the cost of getting shovel ready might be wasted. Mr.
Herschend encouraged long lasting projects that create long term jobs.
TANEY COUNTY ANIMAL CONTROL
Bob Paulson spoke about the agreement drafted for the Taney County Health Department
to take over the Animal Control function and lease the property to continue the animal
control function. Bob presented the Commission with the agreements for their approval
and adoption.
Commissioner Pennel moved to table this issue until the afternoon session.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
Ron Herschend asked the Commission to look at the contracts between the County
Animal Control and the small municipalities in the County and the need for the TCHD to
continue with that service to the small municipalities after their contracts expire at
12/31/09.
Russ Prothero spoke to the report of increase of rabies in Arkansas and Missouri and the
dumping of animals out on H highway.
Sherrie R-Veltkamp spoke to the need for an off hours number to call in emergencies for
animal control.
LONG DISTANCE ELIMINATION FOR COUNTY CALLS
Commissioner Strafuss reported on the calling of Branson numbers will be toll free by
the end of this week for County Government calls.
Commissioner Strafuss met with the Secretary of Agriculture in Sedalia Mo. on Friday.
Commission Strahan talked about the efforts that brought stimulus funding for the
Taneycomo Bridge and roundabout.
Presiding Commissioner Pennel declared a 5 minute recess.

CDBG SUPPLEMENTAL DISASTER FUNDING
Joan Chowning and Ron Houseman are recommending a mixture of projects be presented
for grant writing.
Commissioner Strahan moved that the Bradleyville Fire Project be one of the projects
submitted for the CDBG grants. Commissioner Strahan seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Tim Connell submitted a Tantone Developmental Connection project for consideration
for the CDBG grant asking for partial funding from CDBG in the amount of $500,000 to
$600,000 as matching funds.
Commissioner Strafuss moved to add the Tantone project for $600,000 matching funds
for the CDBG grant. Commissioner Strahan seconded the motion. The motion passed by
vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Frank Preston recommended 2 Road fill projects (1) Boys Camp Road and (2) Clevenger
Cove for the CDBG grant as both have only one way in and out when the road is flooded.
Also discussed were Round Mountain Road and Stehle Bridge.
Mel Eakins presented sewer projects for consideration. Venice on the lake is one of the
projects to be considered.
Commissioner Strafuss moved to submit Boys Camp, Clevenger Cove, and Round
Mountain Road on a 50% matching basis by Road and Bridge as applications for the
CDBG grants. Commissioner Strafuss seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (aye), and Strafuss (aye).
Presiding Commissioner Pennel declared a recess.

The Commission reconvened in the Commissioner’s Hearing Room at 1:05 PM with
Commissioners Pennel and Strafuss present. Commissioner Strahan was absent.
Commissioner Pennel move to assign engineering for CDBG grant on Boys Camp and
Clevenger Cove to Archer Engineers and Round Mountain Road to Great River
Engineering. Commissioner Strafuss seconded the motion. The motion passed by vote:
Pennel (aye), Strahan (absent), and Strafuss (aye).
ROAD & BRIDGE
Frank Preston discussed status of road projects in the county.
Commissioner Strahan joined the meeting at 1:10 PM.
Commissioner Strafuss moved that the county authorize Kathy and Deborah of the Road
and Bridge department, to go to cartograph training in Iowa, not to exceed $2000.00 in
cost. Commissioner Pennel seconded the motion. The motion passed by vote in favor:
Pennel (aye) and Strafuss (aye) and opposed: Strahan (nay).
ANIMAL CONTROL – LEASE AND CONTRACT
Commissioner Strahan moved to accept the Taney County Health Department animal
control management contract – both the lease and management agreement. Commissioner
Strafuss seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
Commissioner Strafuss left the meeting at 2:15 PM.
Presiding Commissioner Pennel declared a recess.
