OFFICIAL MINUTES
July 22, 2009 9th DAY OF
THE JULY ADJOURN TERM
The County Commission met in the Commissioner’s Conference Room at 9:00 AM with
Commissioners Chuck Pennel, and Danny Strahan present, Jim Strafuss was absent. Jim
Yust, and Dawn Bilyeu were also present. The following proceedings were had and made
a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
Commissioner Pennel moved to approve payroll as follows:

Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (absent).
CORP OF ENGINEERS – SITE VISIT OF SEVERAL ROADS
Tracy Fanchier, John Hiser, and Mark Case of the Corp of Engineers and Frank Preston
joined the meeting at 9:26AM.
The Commission recessed in order to accompany the Corp of Engineers on an on-site
inspection of various roads at the Corps Property lines.
Presiding Commissioner Pennel declared a recess.

RECONVENED
1:00 PM
The Commission reconvened at 1:00 PM in the Commissioner’s Conference Room with
Commissioners Pennel and Strahan present and Commissioner Strafuss absent. Also
present were Tom Durkin of the attorney generals office, Vicki Rogers, Donna Neeley,
Maggie Noe, Holly Perryman, and Jim Yust.
Mr. Durkin presented a training session on the Sunshine Law.
Commissioner Strahan left the meeting at 1:07 PM
Presiding Commissioner Pennel declared a recess due to a lack of a quorum.
