OFFICIAL MINUTES
July 9, 2009 3rd DAY OF
THE JULY ADJOURN TERM
The County Commission met in the Commissioner’s Conference Room at 9:15 AM with
Commissioners Chuck Pennel, Danny Strahan, and Jim Strafuss present. Dawn Bilyeu,
Bob Paulson, Gary Morgan and Jim Yust were also present. The following proceedings
were had and made a matter of record:
ADMINISTRATIVE & DEPARTMENTAL FUNCTIONS
Alltel services and features are being accessed that were not setup with the original
agreement. The Commission decided that a policy needs to be setup that all extra features
or applications need to be setup through the IS department even though they will be
billed to the requesting elected officials department.
NUISANCE CASES
Commissioner Pennel discussed the current status on nuisance cases.
Presiding Commissioner Pennel declared a recess.

RECONVENED
10:00 AM
The Commission reconvened in the Commission Hearing Room at 10:00 AM with all
three commissioners present. Bob Paulson, James Strahan and Jim Yust were also
present.
Commissioner Strafuss moved to go into Executive Session for Litigation, Real Estate &
Personnel per RSMo. Section 610.021(1)(2)(3). Commissioner Pennel seconded the
motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye) and Strafuss
(aye).
EXECUTIVE SESSION

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye) and
Strafuss (aye).
OUT OF EXECUTIVE SESSION

Commissioner Strafuss moved to table the Executive session until 9:00 AM on 7/10/09.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye) and Strafuss (aye).

2:10 PM
The Commission reconvened in the Commission Hearing Room at 2:10 PM with all three
commissioners present. Frank Preston and Jim Yust were also present.
Presiding Commissioner declared a recess 2:58 PM.
