OFFICIAL MINUTES
June 29, 2009 41st DAY OF
THE APRIL ADJOURN TERM
The County Commission met in The Commissioner’s Hearing Room at 9:00 AM with,
Chuck Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record:
Prayer led by Helen Soutee, followed by the pledge of allegiance.
APPROVAL OF MINUTES
Commissioner Strahan moved to approve the minutes of May 29, June 1, 3, 5, 22, 23, and
24. Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel
(aye), Strahan (aye), and Strafuss (aye).
ACCOUNTS PAYABLE
Commissioner Strahan moved to approve the following Accounts payable.
Checks: 310617 – 310708
Warrants: 5041
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
TRANSFER
Commissioner Strahan moved to table the transfer for further review. Commissioner
Strafuss seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
PUBLIC COMMENT
Larry Gregory of EGIS engineering announced that EGIS will be visiting properties
throughout the county in order to take measurements needed for future projects and asked
for the public’s consideration as EGIS is working for Taney County.
Bob Shantz presented his views on Lake Shore Drive.
ELECTED OFFICIAL AND DEPARTMENT HEAD UPDATES
Ron Houseman gave an FYI on HUD stimulus funding of about $175,000 that will be
formally announced Thursday for Homelessness prevention.
Commissioner Strahan commented on need for a shelter for Eastern Taney County for
heat related emergencies.
Commissioner Strahan suggested the various board member’s pictures or lists be
displayed in the cases in the Commissioner’s Hearing Room in order for the citizens to
more easily identify and contact their public servants.

The Commission reconvened in the Commissioner’s Conference Room with the three
Commissioners and Nikki Lawrence, Isaac Strafuss and Jim Yust present.
NIKKI LAWRENCE – WORK SESSION WITH COMMISSION
Nikki asked about the wireless panic alarm status and the Commission directed her to
check with Brenda Neal.
Isaac Strafuss left the meeting at 10:18 AM.
BOB PAULSON – WORK SESSION WITH COMMISSION
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo.
610.021.(1)(2)(3). Commissioner Pennel seconded the motion. The motion passed by roll
call vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
EXECUTIVE SESSION – LITIGATION, REAL ESTATE & PERSONNEL
See Executive Session minutes for action taken if any.
Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

CLOSING OF NICHOLAS DRIVE FOR GIFT OF HOPE FIREWORK SHOW
The Commission discussed the requested closing of Nicholas Drive and decided they
didn’t have enough information to take action. The Fireworks show is scheduled for July
25th, so there is time to gather more information before taking any action.
PARKING GARAGE POLICY
Commissioner Pennel said there are 13 or 18 spots not being used. Commissioner
Strafuss is going to collect some data on number of employees at this campus and the
number of parking places in the parking lots at the courthouse and check with the Circuit
Clerk and Judges on this issue.
SHORTY COOPER ALIGNMENT
The Commission is waiting on the City of Forsyth to have their meeting this week to see
what they decide they want the county to do on the Shorty Cooper alignment.
CITY OF FORSYTH – REQUEST FOR SEWER SALES TAX DOLLARS
Commissioner Strahan moved to approve distribution of the 1/8th cent Sewer sales tax to
City of Forsyth for not to exceed $100,000 on the upgrade of the oxidation rotors and not
to exceed $200,000 on Ultra Violet disinfections system. Commissioner Pennel seconded
the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye), and Strafuss
(aye).
Commissioner Strafuss moved to go back into tabled Executive Session tabled from
10:39 AM this morning. Commissioner Pennel seconded the motion. The motion passed
by roll call vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to go out of Executive Session. Commissioner Strahan
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),

RICK FINDLEY – SICK LEAVE POLICY
County Auditor Rick Findley proposed that the Commission consider a policy to buy
back some unused sick leave hours at the end of the year on some predetermined basis as
motivation to not use them. This year to date, the county has paid 138,900 hours in sick
leave according to Auditor Rick Findley. Commissioner Strafuss will research NACO
and MAC for policies and have another meeting on this subject in 4 weeks.

The Commission reconvened at 1:06 AM in the Commissioner’s Conference Room with
Rick Findley, Robert Melton of the Taney County Mechanics Shop, and Jim Yust
present.
MECHANIC SHOP DISCUSSION
Robert Melton of the Taney County Mechanics Shop discussed the coding of vehicle
work sheets with The Commission.
Robert Melton left the meeting at 1:15 PM.
BLANSIT ROAD SIGNS DISCUSSION
The Commission discussed the road signs and parking in the Blansit Road area in relation
to an article that was given to The Commission by Steve Womack.
TRANSPORTATION DISCUSSION
The Commission discussed using a decision matrix for objective ranking of potential road
projects and the need to have the process in place before drawing projects on the map.
