OFFICIAL MINUTES

June 18, 2009 37th DAY OF
THE APRIL ADJOURN TERM

The County Commission met in the Commissioner’s Conference Room at 8:00 AM with
Chuck Pennel, Danny Strahan, and Jim Strafuss present. Also present was Randy Haes,
Jim Yust, and Brian Hayes. The following proceedings were had and made a matter of
record:

BULL CREEK BRIDGE

Brian Hayes discussed the plans for the bridge. Their development group is planning to
sell the 18 tracks on the south side that are going to be sold at auction today. Then plan to
sell half of the tracks on the north side before they can pay $400,000 towards the bridge.
The development group is looking for 50% cost share with the county. Past estimates of
costs have been $800,000. Presently there is a low water concrete slab that has become a
public swimming hole that is causing an insurance problem. Brian Hayes said that 8 acres
on the NW side and 3-4 acres on the SE side that usually flood in the spring could be
used for a park area. Concept is the development group puts in $400,000 and the County
finishes the bridge for the County’s half of the cost and the development makes the 8
acres and 3-4 acres available for a county park area. The Commission is in agreement to
move forward under this concept.

Presiding Commissioner Pennel declared a recess.
