May 18, 2009 23rd DAY OF
THE APRIL ADJOURN TERM
The County Commission met in the Commissioners Hearing Room at 9:00 AM with
Chuck Pennel, Danny Strahan, and Jim Strafuss present. The following proceedings were
had and made a matter of record.
Prayer led by Chuck Pennel, followed by the pledge of allegiance.
APPROVAL OF MINUTES
Commissioner Pennel moved to approve minutes of May 11, 12, 13, 14, and 15, with
clerical amendments that need to be made. Commissioner Strafuss seconded the motion.
The motion passed by vote: Pennel (aye), Strafuss (aye), and Strahan (aye).
ACCOUNTS PAYABLE
Commissioner Pennel moved to approve the following Accounts payable:

Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),

PUBLIC COMMENT
Amanda Larock commented on a problem at Powell Road
Helen Snow commented about the gravel road that goes between Powell Road and Corp
of Engineer property
STATE TAX COMMISSION
Jim Strafuss gave update on the court case that will be held Wednesday, May 20, in
Jefferson City

ELECTED OFFICIAL AND DEPARTMENT HEAD UPDATES CONTINUED
Assessor James Strahan reported that on Wednesday morning he will be turning the real
estate books over to the clerk’s office
Frank Preston, Road & Bridge administrator, made a clarifying statement that all surveys
are for public record
Commissioner Jim Strafuss gave update on Summer BOE, and announced that sessions
will begin June 16, 2009 and mentioned that a fact sheet has been created to help the
public understand the process.
Donna Neeley, Taney County Clerk, gave further update on the process of appealing
property assessments during Summer BOE.
Presiding Commissioner Pennel declared a recess.

Commissioner Strafuss moved to go into executive session. Commissioner Strahan
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
EXECUTIVE SESSION 10:01 AM
Those present were James Strafuss, Chuck Pennel, and Danny Strahan. Cindy
Hemenway, Deputy Clerk, was asked to step out of the room.
Subjects discussed were regarding litigation and personnel issues. There were no
motions made or votes taken in the Executive Session.
Cindy Hemenway returned to the meeting. Commissioner Strafuss moved to go out of
Executive Session. Commissioner Pennel seconded the motion. The motion passed by
roll call vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

NIKKI LAWRENCE – WORK SESSION WITH COMMISSION
Update on the purchase of 30 trees for the Judicial Center.
Benches for the courthouse will be delivered next week. They will need to be installed
Nikki Lawrence reminded the commission about the postage machine issues that still
need to be addressed
The Commission directed Nikki Lawrence to write a letter terminating the contract with
CL Landscape.
The Commissioners directed Nikki Lawrence to ask Rick Findley to complete the report
from the Department of Commerce, referencing the judicial facility
Nikki Lawrence asked the commissioners’ opinion on a proof for new business cards.
Discussed the bid process and that the Sewer Dept needs to have their bids go through the
proper purchasing channels.
Danny Strahan directed Nikki Lawrence to contact Road and Bridge to let them know
their voice mail should have a current employee’s voice
Presiding Commissioner Pennel declared a five minute recess.

After looking at the high monthly bill for the underground storage, Jim Strafuss asked if
there would be any objection to him checking with different departments to see if there is
anything that could be stored in the old jail area instead of the underground storage
Commissioners looked at a letter received from William Stoner, Attorney at Law,
regarding a platted road that people are parking on. The letter will be forwarded to Bob
Paulson.
Jim Strafuss talked about Beaver Lake being one foot below flood level.
Chuck Pennel said he was contacted about a situation at the Beaver Creek boat dock,
where there is a house boat sitting 10 feet into the right of way. Chuck will write a letter
to the owner stating that a complaint had been received.
