THE APRIL ADJOURN TERM

The County Commission met in the Commissioners Conference Room at 10:30pm with
Chuck Pennel, Danny Strahan, and Jim Strafuss present. The following proceedings were
had and made a matter of record. Also present Donna Neeley County Clerk and Mark
Parent.

Chuck Pennel called the meeting to order.

MARK PARENT AIRPORT BOARD UPDATE
AND CHANGE ORDER REQUEST

Mark Parent updated the commission on the results of the Hanger project. Mr. Parent
stated that the project was complete except for the sealing of the concrete floor. Mr.
Parent informed the commission that the airport board had reviewed sealing the concrete
floor and determined that there would be a greater profit if the floor were painted with an
epoxy based, skid resistant paint, with a 5 year warranty that would protect the floor from
oil and other chemicals. Mr. Parent stated that the floor would be shot blasted before
painting.

Mr. Parent presented change orders for 3 companies. Chuck Pennel made a motion to
approve the change order for $34,410.00 using the lowest bid. Danny Strahan seconded
the motion. Motion passed by vote: Pennel (aye), Strahan (aye), Strafuss (aye).

REVIEW OF RESUMES

The commission reviewed resumes for purchasing agent / buyer.

911 ADMINISTRATOR UPDATE

Tammy Hagler, 911 Administrator updated the commission on current projects including
providing information to the Census Bureau workers, and handling phone issues. The
Commission also discussed concerns over the funding of the 911 Administration. Ms.
Hagler also reported that her office was working to make sure there are no cell phone
dead spots.

DISINCORPORATION OF BRADLEYVILLE
Donna Neeley county clerk informed the commission that the Village of Bradleyville had
presented a petition to disincorporate by election. The commission discussed the cost of
doing another petition or running an election.

Jim Strafuss motioned to call an election to allow the Village of Bradleyville to
disincorporate. Chuck Pennel seconded the motion. Motion passed by vote: Pennel (aye),
Strahan (aye), Strafuss (aye).

RECONVENED 1:06PM

Chuck Pennel called the meeting to order in commission conference room with Chuck
Pennel, Jim Strafuss, and Danny Strahan present. Also present Donna Neeley County
Clerk and Frank Preston Road and Bridge Administrator.

ROAD AND BRIDGE UPDATE

Commission discussed doing work on the slope by the judicial center.
Frank Preston informed the commission he had talked with the city of Forsyth regarding
the sidewalks in front of the administration building. Frank stated that the city will not
replace the sidewalks and that he would coordinate the replacement of the sidewalks.

Mr. Preston asked the commission if he could use one of the fuel tanks for diesel fuel.
The Commission directed Preston to do more cost research.

Mr. Preston reported that the estimated cost for Shorty Cooper road was 70,000 and that
50,000 were for the re-location of utilities. Preston also informed the commission that
that he suggested that the City of Forsyth give up the 50,000 roads and bridge cost share
money.

Preston reported that they were planning improvements to Coon Creek to handle the
traffic when the Taney Como Bridge closes for repair.

KANAKUK ROAD RELOCATION

The commission discussed the plans proposed by Kanakuk for road relocation. Danny
Strahan asked for a traffic count on Timberlake.

BID FOR SHRUBS FOR CASEY ROAD

The Commission received 2 bids, (Wickmans Gardens and Carsons Nursery). Jim
Strafuss motioned to approve the low bid from Wickman Gardens for $4,168.00 for
landscape for Casey Road. The bid includes a one year warranty.Chuck Pennel seconded
the motion. Motion passed by vote: Pennel (aye), Strahan (aye), Strafuss (aye).

TREE BIDS TO REPLACE TREES FOR THE JUDICIAL CENTER

The Commission reviewed four bids for trees to replace the trees at the Judicial Center.
Low bid is $4,000.00 with a one year warranty from Wickmans Gardens.
Chuck Pennel motioned to table the Tree bids for the Judicial Center issue until 8:00am
Friday morning. Jim Strafuss seconded the motion. Motion passed by vote: Pennel (aye),
Strahan (aye), Strafuss (aye).

HORIZON HILLS

Danny Strahan requested a letter be sent to Lonnie Brown stating that mailboxes behind
the curve could remain. Jim Strafuss said he would have Frank Preston write a letter to
Lonnie Brown stating that the mailboxes would be fine.

BEN DELGADO COMMERCIAL USE OF RESIDENTIAL PROPERTY

Commission discussed the issue with the sign on Ben Delgados property and the obvious
commercial uses of his property that is zoned residential.

C & L LANDSCAPE/LAWN SERVICE
Commission discussed issues with C & L Landscape lawn service and directed Nikki to
put bill through accounts payroll.
