OFFICIAL MINUTES

May 4, 2009 16th DAY OF
THE APRIL ADJOURN TERM

The County Commission met in the Commissioners Hearing Room at 9:00 AM with
Chuck Pennel, Danny Strahan, and Jim Strafuss present. The following proceedings were
had and made a matter of record.

Prayer led by Jo Faubion.

APPROVAL OF MINUTES

Commissioner Pennel moved to table approval of the minutes. Commissioner Strafuss
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and
Strafuss (aye).

ACCOUNTS PAYABLE

Commissioner Strahan moved to approve the following Accounts payable:

Checks: 309803 - 309901

Warrants: 5013

Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (abstain).

PUBLIC COMMENT
No public comment.

VOLUNTEER INCOME TAX ASSISTANCE PROGRAM

Annette Fitzgerald of the University of Missouri extension counsel spoke on the VITA
program (Volunteer Income Tax Assistance). 15 volunteers prepared about 999 tax
returns for Low to Moderate income families to help claim the earned income credit and
income tax refunds of about 2 million dollars to the local economy and saved the
taxpayers about $200,000 in tax preparation fees. VITA volunteers do 4 hours per week
for 10 weeks.

Presiding Commissioner Pennel declared a recess.

10:06 AM

The commission reconvened in the Commission Conference Room at 10:06 AM with all
three Commissioners present as well as Jimmie Russell, Bob Paulson, and Jim Yust.

BOB PAULSON – WORK SESSION WITH COMMISSION

Commissioner Strafuss moved to go into executive session. Commissioner Strahan
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

EXECUTIVE SESSION 10:02 AM

There were no motions made or votes taken in the Executive Session.

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. . The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

OUT OF EXECUTIVE 10:35 AM

Commissioner Pennel moved to approve special payroll as presented by the auditor:

GCR: 1005732

Manual Warrants: 5014 - 5015

Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

LARRY VANGILDER – CITY OF BRANSON – COMMUNITY SERVICE
WORKERS & DAM SITE AGREEMENT

The Commission recommended that Mona Menezes (Environmental Specialist at Public
Works at Branson) work with Brenda Neal for Community Service Workers.

Bob Paulson reviewed the Dam Site Agreement with the Commission and Larry
VanGilder. Commissioner Pennel moved to approve the Dam Site Agreement.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

Commissioner Strafuss left the meeting and rejoined by teleconference at 11:05 AM

CARPET BID
Commission Pennel moved to approve the $675.69 add on bid plus original bid for IT
carpet for $3,456.89 for a total bid of $4,132.58. Commissioner Strafuss seconded the
motion. The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

JANITORIAL SUPPLIES

Commissioner Strahan moved to approve the low cost bid for janitorial supplies.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

LAWNCARE SERVICES

Commissioner Strafuss moved to accept the bid from CL Landscape for mowing upon
request for the shooting range and for the triangle east of the old jail annex.
Commissioner Strahan seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

Commissioner Pennel moved to go back into executive session. Commissioner Strahan
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (abstained due to being on teleconference and not being physically present).

EXECUTIVE SESSION
11:21 AM

The minutes to this point were taken and typed by Jim Yust, Deputy Clerk.

Commissioner Pennel moved to go out of Executive Session. Commissioner Strahan
seconded the motion. The motion passed by roll call vote of two present, Pennel (aye)
and Strahan (aye). Commissioner Strafuss via teleconference did not vote.
