OFFICIAL MINUTES

April 29, 2009 13th DAY OF
THE APRIL ADJOURN TERM

The County Commission met in the Commissioners Conference Room at 9:05 AM with
Chuck Pennel, Danny Strahan, and Jim Strafuss present. The following proceedings were
had and made a matter of record:

PAYROLL

Commissioner Pennel moved to approve the following payroll for May 1, 2009 payday:

GCR: 105709 – 105731

RB: 105682 – 105702

AF: 105703 – 105704

TS: 105705 – 105707

911: 105708

Manual Warrants: 5011 – 5012

Accounts Payable: 309786 - 309802

Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

MICROFILM – COUNTY CLERK

Microfilm was put on loan to the Library per County Commission Minutes from years
back. Commissioner Strafuss suggested having Robert Dixon convert the microfilm from
the Library, to electronic copies and then leave the microfilm on loan to the Library.

SUMMER YOUTH PROGRAM

Commissioner Strafuss moved to give Gary Morgan permission to apply for a grant for
the Summer Youth Program “transform.mo.gov”. Commissioner Pennel seconded the
motion. The motion passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
Commissioner Pennel moved to go into Executive Session pursuant to RSMo.
610.021.(1), (3). Commissioner Strafuss seconded the motion. The motion passed by roll
call vote: Pennel (aye), Strahan (aye), and Strafuss (aye).

Commissioner Strafuss moved to go out of Executive Session. Commissioner Pennel
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye), and

OUT OF EXECUTIVE

STAFF DEPARTMENT MEETING – ROAD AND BRIDGE

Commissioner Strahan moved to accept Bingham Sand & Gravel’s bid for rock salt and
Sicalco, LTD’s bid for liquid calcium chloride as presented by Frank Preston.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

The Commissioners instructed Frank Preston to go ahead and construct a pad for the cold
mix material at Hilda.

The Commissioners instructed Frank Preston to add 4 people for the summer
flagger/mower jobs.

The Commission instructed Frank to talk to City of Forsyth about the additional cost of
relocating the utilities in order to move the alignment of Shorty Cooper Street to see if
they still want to move the utilities to re-align the street or go back to the original
alignment.

People present were the 3 Commissioners, and Larry Gregory, Joe Tarvin, David Gilbert
of EGIS Engineering, Inc., and Frank Preston and Jim Yust.

The Commission Discussed the Land Planning proposal presented by Commissioner
Strafuss and EGIS Engineering, Inc.
Commissioner Strafuss moved that the Commission approve the agreement to provide
land use and zoning services for Taney County Mo. Phase I, II, and III in the amount of
$102,200.00 subject to agreement review by County Counsel Bob Paulson.
Commissioner Pennel seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).

Jim Berry of the Taney County Health department presented a proposed Nuisance
Ordinance no. 2009-1 for potential adoption.

Commissioner Strafuss moved to go in to executive session. Commissioner Pennel
seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).

seconded the motion. The motion passed by roll call vote: Pennel (aye), Strahan (aye),

There were no motions made or votes taken in the executive session.
