OFFICIAL MINUTES
April 6, 2009 1st DAY OF
THE APRIL ADJOURN TERM
The County Commission met in the Commissioners Hearing Room at 9:00 AM with
Chuck Pennel Danny Strahan and Jim Strafuss present. The following proceedings were
had and made a matter of record.
Prayer led by Danny Strahan.
APPROVAL OF MINUTES
Commissioner Strahan moved to approve the minutes for 3/30, 4/1 and 4/3/2009.
Commissioner Pennel seconded the motion. Motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
ACCOUNTS PAYABLE
Commissioner Strafuss moved to approve the following accounts payable:
Checks: 309199 - 309289
Warrants: 4993 - 4998
Commissioner Strahan seconded the motion. . The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
PUBLIC COMMENT
David Oliphant, Mayor of Forsyth, discussed the busy intersection of US Hwy 160 and
MO Hwy 76 and would like to see consideration of a bridge over Swan Creek to Coy
Blvd as an alternative route through Forsyth to be considered by the Transportation
Board.
ROAD VACATIONS
RIDGEDALE ROAD
Chuck Green, attorney for petitioner to vacate Ridgedale Road, addressed the
Commission. Commissioner Pennel read the petition to vacate a portion of Ridgedale
Road.
Commissioner Strahan moved to table consideration of the Ridgedale Road Petition until
this afternoon at 1:00 PM. Commissioner Strafuss seconded the motion. Motion passed
by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
POWELL ROAD
Commissioner Pennel read portions of the petition to vacate a portion of Powell Road.
Helen Snow asked a few questions about the Powell Road vacation petition.
Commissioner Strafuss moved to table consideration of the Powell Road vacation
petition until 1:00PM today. Commissioner Pennel seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
EMERALD ISLE DRIVE
Commissioner Pennel read a portion of the petition to vacate Emerald Isle Drive.
Commissioner Pennel moved to table consideration of the Emerald Isle Drive vacation
petition until 1:00 PM today. Commissioner Strafuss seconded the motion. The motion
passed by vote: Pennel (aye), Strahan (aye), and Strafuss (aye).
NACO PHARMACEUTICAL PROGRAM
Commissioner Strafuss presented some data from other counties that have the NACO
Pharmaceutical program.
Commissioner Strafuss moved to adopt the NACO Pharmaceutical program for Taney
County. Commissioner Strahan seconded the motion. The motion passed by vote: For
Strahan (aye), Strafuss (aye) and opposed Pennel (nay).
STATE TAX COMMISSION VERSUS TANEY COUNTY
Commissioner Pennel expressed some of his thoughts concerning this drawn out process.
NUISANCE CASES
Commission Pennel moved to send the second letter on case 08-0024. Commissioner
Strafuss seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
Commissioner Pennel moved to table the other nuisance cases until this afternoon.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
BID AWARD – ROAD MATERIALS
Commissioner Strahan moved to approve the list of vendors provided by Tressa Luttrell
for road materials with Road and Bridge to decide based on location. Commissioner
Strafuss seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye),
and Strafuss (aye).
BRANSON AIRPORT UPDATE – JEFF BOURKE
Jeff Bourke gave a presentation on the status of the new Branson airport and a preview of
the upcoming Branson Air Show.
ASSESSMENTS DECLINING VALUES – JAMES STRAHAN
Some declines in the market, not extreme by any measure, but seems to be about a 6%
decline in residential properties values.
Presiding Commissioner Pennel declared a recess.

RECONVENED IN COMMISSIONER’S CONFERENCE ROOM

Commissioners present: Chuck Pennel, Danny Strahan and Jim Strafuss. Also present
were Bob Paulson, Nikki Lawrence and Jim Yust.
NIKKI LAWRENCE – WORK SESSION WITH THE COMMISSION
Nikki stated that she didn’t have any open items to discuss today.
BOB PAULSON – WORK SESSION WITH COMMISSION
Bob reviewed his top tasks in progress, with the Commission.
Commissioner Pennel moved to release the Executive Session minutes from Friday April
3 to the public. Commissioner Strafuss seconded the motion.
After some discussion, Commissioner Pennel withdrew his motion and Commissioner
Strafuss withdrew his second.
Presiding Commissioner Pennel declared a recess.

RECONVENE
The meeting was reconvened at 1:24 P.M. in the Commission Conference Room with the
following members present: Chuck Pennel, Jim Strafuss, and Danny Strahan. Also
present were Tressa Luttrell, Jim Yust and Bob Paulson.
POWELL ROAD VACATION
Commissioner Pennel moved to table Powell road vacation until 4/13/2009 at 1PM.
Commissioner Strafuss seconded the motion. The motion passed by vote: Pennel (aye),
Strahan (aye), and Strafuss (aye).
RIDGEDALE ROAD VACATION
This morning’s Ridgedale vacation reading was entered as the first reading in the minutes
under section 71.228 and will be taken up for vacation in the next adjourn term in July.
