OFFICIAL MINUTES
FEBRUARY 26, 2009, 29TH DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commission Hearing Room at 3:00 p.m. with Chuck
Pennel, Danny Strahan and Jim Strafuss present. The following proceedings were had
and made a matter of record.
Chuck Pennel called the meeting to order and welcomed Ken Klein chairperson for the
IDA. The IDA recommended that the Commission add additional personnel to the IDA.
The Board recommended Ron Houseman to work on obtaining funds for the Stimulus
funds being made available by the Federal Government. For Budget purposes the
estimated cost would be $4,500 per month. This excludes costs for any County Benefits,
HR etc, but the County will pay benefits. The recommendation was to rehire Joan
Chowning as a Government Liaison at the cost of $3,000 per month which does not
including the cost of County Benefits, but the County will pay benefits and the last would
be a Grant Facilitator at a cost of $1,000 to $2,000 per month, however no cost in the
immediate future.
Public comments were made by Bob Schanz, Harry Styron, Rick Ziegenfuss, Rob Dixon,
Cy Murray, John Cox, Justin Gage, Sarah Klinefelter, and Ken Kline.
Commissioner Strafuss moved to accept the IDA Boards recommendation for these 3
positions effective immediately. Commissioner Strahan seconded the motion.
Discussion by the public and the Commission followed.
Commissioner Strahan called the question.
The motion passed by vote: For the motion Strafuss (aye), Strahan (aye) and opposed
Pennel (nay).
Recess at 4:00
RECONVENE
Chuck Pennel, Danny Strahan, and Jim Strafuss reconvened their meeting in the
Commission Hearing Room at 4:43 p.m.
FLOOD CONTROL LEASE RECEIPTS
Donna Neeley, County Clerk, and Helen Soutee, County Treasurer, reviewed the statutes
and consulted with several other counties to determine the proper way to distribute the
funds. Based on the review the Commission felt that we should follow the procedure
presented by Donna Neeley and Helen Soutee as the fairest and best way to distribute the
funds.
Chuck Pennel made a motion to distribute the funds using the same procedure used in the
past with the new percentages presented by Helen Soutee. Danny Strahan seconded the
motion. Motion passed by vote: Pennel, (yes), Strahan (yes) and Strafuss (yes).
Presiding Commissioner Pennel declared a recess at 4:55 p.m.
