OFFICIAL MINUTES
MARCH 16, 2009, 37th DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commissioners Hearing Room at 9:00 AM. Chuck
Pennel, Danny Strahan and Jim Strafuss were present. The following proceedings were
had and made a matter of record:
Prayer led by Sherrie R-Veltkamp.
APPROVAL OF MINUTES
Commissioner Strahan moved to approve the minutes for 3/5, 3/9, 3/11, 3/12, and
3/13/2009. Commissioner Pennel seconded the motion. The motion was approved by
vote Pennel (aye), Strahan (aye), and Strafuss (aye). The minutes for 2/26/09 were held
for corrections.
ACCOUNTS PAYABLE
Commissioner Pennel moved to approve the following Accounts payable except for
Yung design check # 308969 tabled until this afternoon:
Checks: 308850 – 308968, 308970 - 308972
Warrants: 4983 - 4986
Commissioner Strahan seconded the motion. The motion was approved by vote Pennel
(aye), Strahan (aye), and Strafuss (aye).
PUBLIC COMMENT
Bobby Clay commented on the Nuisance law ineffectiveness.
Bob Schanz commented on the East/West Corridor fact sheet.
SALEM ROAD
Commissioner Strahan moved to approve Salem Road as a Class 4 to the end of the Chip
and seal contingent on getting the easement for and adding a modified hammer-head turn
around. Commissioner Strafuss seconded the motion. The motion was approved by vote
Pennel (aye), Strahan (aye), and Strafuss (aye).
PUBLIC COMMENT
Jeff Knight addressed the Commission about the appliance cleanup at the transfer station.
The Commission directed Mr. Knight to visit with Tressa Luttrell.
NACO PHARMACEUTICAL PROGRAM
Commissioner Strafuss presented more information after visiting some pharmacies and
clarifying issues with NACO. Commissioner Strafuss feels that this is still a good
program for Taney County.
Commissioner Strafuss moved to approve the NACO Pharmacy Card program for Taney
County. The motion died for lack of a second.
Commissioner Pennel moved to table the question for 2 weeks. The motion died for lack
of a second.
Commissioner Strahan moved to table for a week. Commissioner Pennel seconded the
motion. The motion was approved by vote For Pennel (aye), Strahan (aye), and opposed
Strafuss (nay).
PATROL JEEPS BID AWARD
Commissioner Strafuss moved to approve the bid award on 6 jeeps for $145,566 from
Tri-Lakes Motors on recommendation from Sheriff Jimmie Russell. Commissioner
Pennel seconded the motion. The motion was approved by vote Pennel (aye), Strahan
(aye), and Strafuss (aye).
CONDITION OF THE COMMISSION
Commissioner Strahan commented on the coming funding this Thursday of the
Taneycomo Bridge from the State Transportation Board as being a very good thing for
the Taney County Tax Payers.
Commissioner Strahan also complemented the New Commissioner Jim Strafuss for his
hard work ethic and his presence as being beneficial for all residents of Taney County not
just for those that he represents in the west and Commissioner Strahan said he appreciates
a man that he can disagree with and still respect for his opinion.
NUISANCE CASES
Commissioner Pennel moved that the Commission use the prosecuting attorney on any
nuisance cases that have received the first and second letter or further. These cases would
be turned over to the prosecuting attorney for processing. Commissioner Strafuss
seconded the motion. The motion was approved by vote For Pennel (aye), and Strafuss
(aye), opposed Strahan (nay).

NEW ROAD STANDARDS PUBLIC HEARING
Frank Preston reminded everyone that this Thursday at 7 PM the new road standards will
be presented for public comment in the Commissioners Hearing Room.
PUBLIC ANNOUNCEMENTS
Commissioner Pennel announced the OACAC benefit this Saturday from 3 PM to 6 PM
at Kirbyville Elementary School. The City Mayors will be playing the County in a
basketball game and there will be a pie auction.
Commissioner Pennel also announced the Forsyth Library 40th anniversary from 2pm to 4
pm today, March 16, 2009.

Bob Paulson went over his Commission Top Priority list with the Commission.
Commissioner Pennel moved to approve a Drug Court support letter. Commissioner
Strafuss seconded the motion. The motion was approved by vote Pennel (aye), Strahan
(aye), and Strafuss (aye).
The Commission directed Mr. Paulson to review all letters from Peter Rea, give them an
identification number, keep a log of the id number and of time spent reviewing and note
if the letter is forwarded to the Joplin attorney and put in a file.
Commissioner Strafuss moved to go into Executive Session pursuant to RSMo. Section
610.021.(1), (3). Commissioner Strahan seconded the motion. The motion was approved
by Roll Call vote Pennel (aye), Strahan (aye), and Strafuss (aye).

Don Frank CFO of Kanakuk Kamps and Mel Eakins of Great River Engineering,
presented a plan for a Lake Shore Drive Bypass Proposal. Kanakuk Kamps would like to
know by May 15, 2009, if the County is interested in funding some of this project. May
15, 2009 is when Kanakuk Kamps begins its annual Capital Drive. The Commission
decided to schedule a work session to review the Project with Frank Preston of Road and
Bridge department.

FEMA UPDATE
John Rider presented a spreadsheet showing the 4 FEMA events and their present status
for both FEMA and SEMA.
Chris Berndt discussed the State Emergency Plan and would like an appointment for a
two hour session. The Commission asked Chris to schedule it with Nikki.
Commissioner Strafuss moved to send Frank Preston to the MODOT District #8 Traffic
Planning Section meeting on Wednesday April 1, 2009. Commissioner Pennel seconded
the motion. The motion was approved by vote Pennel (aye), Strahan (aye), and Strafuss
(aye).
Commissioner Pennel said a Kirbyville Village Trustee asked about Snow plowing for
other municipalities – would the county do it for a fee?
Snow removal in exchange for Chip Storing and in some cases Salt storing has been done
per Commissioner Strahan under a contract swap basis, but on a very limited basis.
Frank Preston will look into it and get back with the Commission.

ALLTEL UPDATE
Commissioner Strafuss stated that the only difference is that on the 20 Blackberry phones
and 26 non-Blackberry phones, the texting has been dropped on the Non Blackberry
phones. Commissioner Strafuss is sending the contract to Bob Paulson for review and
then the contract will be ready to be signed.
Commissioner Pennel moved to go to executive session pursuant to RSMo. Section
610.021.1. Commissioner Strafuss seconded the motion. The motion was approved by
