OFFICIAL MINUTES
FEBRUARY 17, 2009 23rd DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commission Hearing Room at 9:00 a.m. pursuant to
adjourn with Chuck Pennel, Presiding, Jim Strafuss, Western District, and Danny Strahan
Eastern District Commissioner present. The following proceedings were had and made a
matter of record.
The prayer was led by Jim Strafuss followed by the pledge of allegiance.
APPROVAL OF ACCOUNTS PAYABLE
Danny Strahan made a motion to approve Accounts Payable. Checks 308376 to 308474,
and Warrant 4971. Jim Strafuss seconded the motion. Motion passed by vote: Pennel
(yes), Strafuss (yes), and Strahan (yes).
APPROVAL OF MINUTES
Chuck Pennel made a motion to approve minutes for: February 2nd, 3rd, 10th, 11th, 12th and
13th. Jim Strafuss seconded the motion. Motion passed by vote: Pennel (yes), Strafuss
(yes), and Strahan (yes).
PUBLIC APPOINTMENT
Pat Adel
Chuck Pennel read a letter written by Pat Adel. The letter expressed concerns at
individuals who consistently criticize the elected officials.
CONDITION OF THE COMMISSION
Danny Strahan reported on a Commission training meeting that the commissioners had
attended. Based on that meeting he would be reporting to the public on things the county
has done and should be doing.
ROAD & BRIDGE STORM CLEAN UP
Frank Preston reported that the Road and Bridge department was still cleaning up after
the storm.
STRUCTURE OF COMMISSION MEETINGS
Jim Strafuss informed the public that the commission would be changing the way the
commission meetings are to be structured.
EXECUTIVE SESSION
The Commission convened in the County Clerks office at 10:00a.m. with the following
members present: Chuck Pennel, Danny Strahan, Jim Strafuss.
Chuck Pennel made a motion to go into Executive Session for Personnel Issues. Jim
Strafuss seconded the motion. Motion passed by vote: Pennel (yes), Strafuss (yes), and
Strahan (yes). No motions or actions taken.
Jim Strafuss made a motion to go out of Executive Session. Chuck Pennel seconded the
motion. Motion passed by vote: Pennel (yes), Strafuss (yes), and Strahan (yes).
RECONVENE
The County Commission reconvened their regular session at 11:00a.m. in the County
Clerks office with the following members present: Chuck Pennel, Danny Strahan, Jim
Strafuss.
VENDING MACHINE
Commission discussed the vending machine issue and directed Dawn Bilyeu to negotiate
with vending machine companies as long as she does not enter into any contracts.
FINANCIAL STATEMENT
Chuck Pennel made a motion to accept the Financial Statement as presented by the
County Clerk Donna Neeley, and the Auditor Rick Findley, and directed Donna Neeley
to publish the Financial Statement. Danny Strahan seconded the motion. Motion passed
by vote: Pennel (yes), Strafuss (abstain), and Strahan (yes).

RECESS
RECONVENED VIA CONFERENCE PHONE
The County Commission met via conference call at 4:00p.m. The meeting was
conducted in the County Clerks office with Donna Neeley, Frank Preston, and Randy
Haes present. The Commission called via conference call with Chuck Pennel, Jim
Strafuss, Danny Strahan, and county counselor Bob Paulson on the phone.
Chuck Pennel called the meeting to order.
COUNTRY VILLAGE DRIVE ROAD EASEMENTS
Chuck Pennel made a motion to approve the easements provided by Randy Haes. Danny
Strahan seconded the motion. Randy Haes explained to the commission that he had
easements for 7 property owners along Country Village Drive and reminded the
commission that they had approved the road contingent upon the easements. Motion
passed by vote: Pennel (yes), Strafuss (yes), and Strahan (yes).
