ACCOUNTS PAYABLE APPROVAL
Commissioner Jim Strafuss moved to approve the following accounts payable:

Commissioner Danny Strahan seconded the motion. The motion was approved by vote
Commissioner Strafuss (yes), Commissioner Strahan (yes), and Commissioner Pennel
(yes).
APPROVAL OF MINUTES
Commissioner Chuck Pennel moved to approve the minutes for 1/30 and table 2/2/09.
Commissioner Jim Strafuss seconded the motion. The motion was approved by vote
Commissioner Strafuss (yes), Commissioner Strahan (yes) and Commissioner Pennel
(yes).
COUNTRY HILLS DRIVE ROAD PETITION
Frank Preston recommended filling the potholes, and then doing some leveling. Mr.
Preston also said there would be a couple of places that would need to be dug out and
then put chip and seal on top.
Commissioner Pennel read excerpts from the petition “Petition for Establishment Change
or Relocation of Public Road, township of Jasper in the County of Taney, Country Hills
Drive, Hunter’s Ridge Subdivision with attached Map. Public notice of this application
Posted at Bull Creek Food Market. All signatures in good shape and have been reviewed
by the Clerk for being registered voters.”
Frank Preston stated that it meets most of our criteria, it needs some work, but it is nice
and wide. Danny Strahan made a motion to accept Country Hills Drive into the county
system contingent upon a turnaround being provided, but it will need to be a designated
turnaround and a platted. Chuck Pennel seconded the motion. Frank Preston stated that
the request was for a class 5. The motion was approved by vote Commissioner Strafuss
(yes), Commissioner Strahan (yes) and Commissioner Pennel (yes).
Commissioner Pennel stated for the record that the representatives discussing the road
petition for Country Hills Drive were Roger Newell and Gregory Denney.
SNOW STORMS, SALARIES, & SUPER SPEED-WAY
Bob Schanz discussed issues with the East West Corridor. Bob Schanz explained that he
believes that all roads should be plowed during a severe snowstorm.
NUISANCE CASES #08-0017 & 08-0068
Keith Crawford discussed issues with two nuisance cases, #08-0017 & 08-0068. Mr.
Crawford’s request is to address the 08-0068-nuisance case. Jim Strafuss stated that the
county is going to meet with Taney County Health department to review procedures and
to try to work together. Jim Strafuss stated he did not see a need to have duplicate teams.
John Logan discussed issues with the Nuisance Ordinance.
HYBRID DOCUMENT SCANNER
Tressa Luttrell informed the commission that she had received on bid for the Hybrid
Document Scanner in the amount of $20,000. Danny Strahan made a motion to approve
the purchase of the Hybrid Document Scanner. Jim Strafuss seconded the motion. The
motion was approved by vote Commissioner Strafuss (yes), Commissioner Strahan (yes)
and Commissioner Pennel (yes).
UPDATE ON STATE TAX COMMISSION AGREEMENT
Bob Paulson stated that negotiations are continuing.

PUBLIC COMMENT
John Logan discussed Harold Bell Wright month with the Commission and announced
that he is working on building a Bronze Statute of Harold Bell Wright and asked the
Commission to help with the funding in the amount of $4,000. John Logan stated that the
total cost of the 10’ statute would be $11,000.
Ron Herschend informed the commission that he is working with Bradleyville to build a
ball field in Bradleyville and that some county employees were working on the project
off hours.
EXECUTIVE SESSION
Chuck Pennel made a motion to go into executive session 610.021.1,2,12 Danny Strahan
seconded the motion. The motion was approved by vote Commissioner Strafuss (yes),
Commissioner Strahan (yes) and Commissioner Pennel (yes).
No motions were made.
Jim Strafuss made a motion to go out of Executive Session. Chuck Pennel seconded the
motion. The motion was approved by vote Commissioner Strafuss (yes), Commissioner
Strahan (yes) and Commissioner Pennel (yes).
TRANSFER OF FUNDS
Commissioner Strafuss moved to transfer $70,000 to the General County Revenue fund
from the Tax Maintenance Fund. Commissioner Pennel seconded the motion. The
motion passed by vote: Commissioner Strafuss (yes), Commissioner Strahan (yes) and
Commissioner Pennel (yes).
HEALTH DEPARTMENT / NUISANCE CASES
The Commission discussed the nuisance process and animal control issues with Jim
Berry from the Taney County Health Department.
Presiding Commissioner Chuck Pennel declared a 5-minute recess.

CONSTRUCTION
ICE ISSUE
Various problems caused by ice, water leaks, and elevator issues and power
outages/generator issues were reviewed and discussed by the Commissioners and the
invitees at the meeting.
OPEN ITEMS TO DO LIST REVIEW
The Commission reviewed the open items list for an update to the status on each item.
ADDITIONAL ASPHALT BILL
Mike Smith of Septagon presented a bill for the additional asphalt used due to the
expansion of the area that needed asphalt over the original design.
Commissioner Pennel moved to approve the additional asphalt bill in the amount of
$13,372.22. Seconded by Commissioner Strafuss. The motion passed by vote Pennel
(aye), Strahan (aye) and Strafuss (aye).
REDESIGN OF TURN AROUND
Commissioner Strahan asked about some concession on the costs of the redesign. Mike
Smith will get the cost of the demolition to Steve Davis at HMN for review.
WALTON FINAL BILLING
Goal of Walton is to present the final billing and lien waivers by the end of next week
2/20/09.

ROAD AND BRIDGE – INGENTHRON ROAD
Bob Paulson, Randy Haes, Frank Preston and the Commissioners discussed the public
road location.
Commissioner Strahan moved that the county hire a surveyor to locate the pins on Bessie
Stobaugh property all the way to the section line to make sure they are in the right
location before we take any action. Commissioner Strafuss seconded the motion. The
motion passed by vote Pennel (aye), Strahan (aye) and Strafuss (aye).
MT. BRANSON DR. AND COMO AVE.
A road trip was scheduled for Commissioner Strahan, Commissioner Strafuss and Frank
Preston to look at Mt Branson Dr. and Como Avenue issues.
COMP TIME PAYMENT REQUEST
Commissioner Strahan moved to pay 40 hours of Comp time to Bridgett Collins due to a
hardship. Commissioner Pennel seconded the motion. The motion passed by vote Pennel
(aye), Strahan (aye) and Strafuss (aye).
CLEVENGER COVE
Clevenger Cove – waiting on letter to land owner to buy easement for $1,000.
Commissioner Strahan moved to pay $1,000 to land owner to rebuild the wall after
easement is signed.
Commissioner Strahan withdrew his motion.
Commissioner Pennel moved to table the issue of Clevenger Cove.
Commissioner Pennel withdrew the motion.
