OFFICIAL MINUTES

FEBRUARY 11, 2009 20TH DAY OF
THE JANUARY ADJOURN TERM

Commission Hearing Room

Commissioners present: Chuck Pennel, Danny Strahan, and Jim Strafuss.

BUILDING & GROUNDS

Tressa Luttrell updated the Commission on maintenance issues including a broken light
above the exterior door to the kitchen of the Judicial Center and two vacuum cleaners that
need to be replaced.

The Commission discussed the issue of on-call reimbursement. Danny Strahan made a
motion to table the issue. Chuck Pennel seconded the motion. Motion passed by vote:
Pennel (yes), Strafuss (yes), Strahan (yes).

Jim Strafuss made a motion to table any new hire for Maintenance Department until after
March 15, 2009. Chuck Pennel seconded the motion. Motion passed by vote: Pennel
(yes), Strafuss (yes), Strahan (yes).

The Commission asked Tressa Luttrell to re-prioritize the work schedule for the
maintenance department to make sure the public places are kept clean.

Tressa Luttrell is to contact Conklin to handle roof issues with judicial center and snow
breaks for Administration building. Tressa Luttrell is getting estimates on cleaning the
old jail for storage. A to Z is looking at the job and is to provide an estimate. Tressa
Luttrell informed the commission of additional water leaks in new Judicial Building. The
Elevator has been fixed again. Tressa Luttrell stated that she had to get signs and asked if
she needed to put two signs up. The Commission directed Tressa Luttrell to get two signs
for the Commission Office and the IDA.

Commission directed Tressa Luttrell to go out for bid for Jury Chairs including
installation.

Jim Strafuss informed Tressa Luttrell that the Sheriff would like his sign centered on his
wall.

Jim Strafuss stated that he had informed Tressa Luttrell that during bad weather the gates
on the parking garage would be left up so that individuals could park there during storms.
INFORMATION SYSTEMS UPDATE

Gary Morgan discussed issues with Computer Viruses and Security including upgrading
Cisco Firewall. Gary Morgan discussed e-mail archiving and retention. Gary Morgan
discussed blocking junk e-mail.

TITLE III FUNDS

The Commission, County Treasurer and County Clerk discussed uses and procedures for
reimbursement from Title III funds due to a change in the law.

Commissioner Strahan moved to table for 30 minutes. Commissioner Strafuss seconded
the motion. The motion passed by vote: Pennel (aye), Strahan (aye) and Strafuss (aye).

Commissioner Pennel declared a recess.

TRANSPORTATION PLAN/STUDY PROPOSAL

Dale Ricks, Clyde Prem, and John Bolte of Olsson Associates presented a framework
concept of a proposed transportation plan/study.

TITLE III TABLED

Commissioner Strafuss moved to table Title III discussions until tomorrow February
12,2009 when the County Clerk hears back from the Forest Dept. Commissioner Pennel
seconded the motion. The motion passed by vote: Pennel (aye), Strahan (aye) and
Strafuss (aye).

2009 SPONSORSHIP DUES
Commissioner Strahan moved to approve Southwest Missouri Resource Conservation
and Development 2009 Sponsorship Dues. Commissioner Pennel seconded the motion.
The motion passed by vote: Pennel (aye), Strahan (aye) and Strafuss (aye).

LETTER OF INTENT

Commissioner Pennel presented a letter from Eddie Coxie in regards to a 5-foot replat lot
29 Southern Oaks requested as an Emergency Waiver to Mr. Nick Plummer.

Commission Pennel moved to direct Bob Paulson to write letter of intent to vacate a
platted road and address the vacation need at next meeting, which addresses road
vacation. Commissioner Strahan said he thought the property in question is already
covered with fill on Powell Road. Commissioner Strafuss seconded the motion. The
motion passed by vote: Pennel (aye), Strahan (aye) and Strafuss (aye).

Presiding Commissioner Pennel declared recess.
