OFFICIAL MINUTES
JANUARY 30, 2009, 15TH DAY OF
THE JANUARY ADJOURN TERM
The County Commission met in the Commission Office at 9:00 a.m. pursuant to adjourn.
Chuck Pennel, Danny Strahan, and Jim Strafuss were present and the following
proceedings were had and made a matter of record.
UPDATE OF JUDICIAL CENTER AFTER ICE STORM
Tressa Luttrell gave an updated on the effects of the ice storm on the new Judicial Center,
which included four leaks in the roof, one broken rooftop unit, and problems with the
elevator, sprinklers, and generator.
After a discussion of the issues, Tressa was given the following directives: 1) To contact
Conklin and say the contractor that did the original work on the roof is out of business,
we have a bad job, and what can they do to help us. 2) Contact Wheeler to find out if
they have snow breaks. 3) Look at getting a blade for the lawnmower. 4) Block
everything off and unblock as the snow/ice is being cleared. 5) Add the Commissioners
to the e-mail list when she sends documentation to Walton and Septagon of the specific
problems with the building. 6) Set a follow up meeting with Septagon and Walton
regarding the problems
During the meeting, Frank Preston was instructed, via e-mail, to contact the City of
Forsyth to find out if we can have one of our Road and Bridge trucks clear the ice on the
street next to the curb where cars park. Tressa Luttrell left the meeting at 9:36 a.m.
POWERSITE LANDOWNER
The commissioners discussed the unnamed landowner who is requesting that the county
not maintain the road any longer because her yard is being torn up when the snow plows
turn around. Chuck Pennell will talk with her further.
PERSONNEL POLICY ON INCLEMENT WEATHER
The Commissioners discussed the current policy of closing the county offices during bad
weather and the policy of not paying employees if they are not able to report to work.
The commissioners agreed that the policy should currently stand, however Jim Strafuss
will look at the policies of other counties and the state and will report back to the other
Commissioners for future reevaluation.
NUISANCE CASES
There was a brief discussion about the fact that the county needed the help of the Health
Department on nuisance cases.
ALLTEL
Jim Strafuss brought the details of an Alltel proposal that would replace the county’s
current cell phone plan. There was a general agreement that it would be a good deal for
the county and Jim Strafuss will follow up with Alltel to ask a few more questions.

RECONVENE IN COMMISSIONER’S CONFERENCE ROOM

Y HWY SEWER PROJECT
Russell Jackson came to find out the support level of the Commissioners on the project
and if they supported extending the service lines to the septic tank or to the property
lines. The commissioners gave their support to going all the way to the septic tank, in
keeping with the spirit and intent of the original county projects.
ROAD AND BRIDGE UPDATE
Frank Preston updated the Commissioners on the impact of the ice storm in Protem. He
also requested permission to work on the airport truck; gave information on the amount
of salt used in the recent ice storm; and was given direction to release those facts to the
media.
DAM SITE SEWER PROJECT
John Soutee received a call from the Attorney General’s office about an enforcement
action against the Hillbilly Country Motel. They wanted to know if it was still agreeable
with the county to let them be a part of the sewer line, if they are willing to pay all the
costs. The commissions said they were in agreement with that.
MISCELLANEOUS
A variety of topics were briefly addressed and will be brought up again in the future: The
possibility of moving Clayton Cooper’s office to house the IDA office; cardboard and
paper recycling; animal control being taken over by the Humane Society; setting a work
session with Frank Preston about personnel; establishing a policy on media reports.
The meeting was adjourned at 12:14 PM.
